City of Plano City Council met March 25.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order on Monday, March 25, 2024, at 6:00 p.m., by Mayor Michael Rennels in the Council Room at City Hall. The Ultimate Dance on the Move members led the Pledge of Allegiance to the Flag.

There was a quorum. 

MINUTES: 

A motion was made by Alderman Williams, seconded by Alderman Swoboda, to approve the minutes of the regular meeting on March 11, 2024. A unanimous “Aye” voice vote was heard. The motion passed. 

AGENDA: 

A motion was made by Alderman Williams, seconded by Alderman Nadeau, to approve the agenda for the regular meeting of March 25, 2024. A unanimous “Aye” voice vote was heard. The motion passed. 

WARRANTS: 

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the  Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated March 25, 2024 in the amount of $121,308.18.

Motion passed. 

WAGE REPORT:  

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to approve the wage report dated February 2024 in the amount of $489,985.25.

Voting “Nay”: 

Absent: Johns 

Motion passed. 

INTRODUCTION OF GUESTS: 

Guests and members of the press were welcomed by Mayor Rennels. 

CITIZENS’ COMMENTS: none 

MAYOR’S REPORT: Michael Rennels 

A motion was made by Alderman Nadeau, seconded by Alderman Williams, to waive the raffle license  fee for Open Roads ABATE of IL, Inc. for their event on October 5, 2024. Alderman Nadeau said she is glad the  Council does this regularly to help not-for-profit organizations. Alderman Swoboda asked what the license fee is. Mayor Rennels said it is $25.00.

Mayor Rennelsrecognized the Ultimate Dance on the Move Dance Studio members and coach Cheyanne Diaz. They placed very well at the Kids Artistic Review competition this month in Joliet. The main award they earned was the Studio of Excellence Award.  

CITY ADMINISTRATOR’S REPORT: Martin Shanahan Jr. 

A motion was made by Alderman DeBolt, seconded by Alderman Nadeau, to approve the promotion of Christian Latham from Accountant II to Senior Accountant I, effective November 27, 2023, at a salary of $66,000.00. Mayor Rennels said Christian has a B.A. in Accounting from Judson University. He has completed 22 hours of continuing professional development since he started working for the City. Christian is already performing some of the Senior Accountant I duties. Alderman Swoboda said this promotion moves Christian from his spot into Ron Vander Band’s open spot following Ron’s retirement. Mayor Rennels said the effective date is retroactive to Ron’s retirement date.

Marty gave a summary of three public hearings and related itemsthat will be on the April 8, 2024 Council meeting agenda. There will be four items for each of the three public hearings, regarding the annexation and rezoning of 500 acres on Eldamain Road. Marty stated that if these properties are annexed, any future development of the property, has to be approved by the Council.  

PLANO CHAMBER OF COMMERCE: Tiffany Forristall 

Tiffany reported that the Chamber has been really busy. Their annual dinner in March was completely sold out. They have had more than 32 members since September. Oswego and Yorkville Chambers have been contacting her wanting to know more about Plano’s Chamber. There was a lunch and learn at Ivana’s Café with State Senator Sue Rezin and Representative Jed Davis. The Plano Biz Bunny Hop had over 300 kids and 25 vendors. They have started planning for the Plano Bologna Sandwich Days being held the end of September. There will be two scholarships offered this year, one from the Chamber and one for the Carl Ferguson Scholarship. 

CITY ATTORNEY’S REPORT: William Thomas 

Ordinance #2024-06: An ordinance to increase ClassI liquor licensesfrom 0 to 1 (The Homestead 1854) A motion was made by Alderman Williams, seconded by Alderman Fawver, to amend Title 3 Chapter 2  Section 3-2-7 to increase Class I liquor licenses from 0 to 1 (The Homestead 1854).

Resolution #2024-03: A resolution for the Hale Street sanitary sewer lining 

A motion was made by Alderman Swoboda, seconded by Alderman Mulliner, to approve and authorize  the execution of a contract with Insituform in the amount of $189,626.08 regarding the Hale Street sanitary  sewer lining.

Voting “Nay”:

Motion passed. 

CITY CLERK’S REPORT: Carin Martin, Deputy Clerk 

The sales and related taxes for January 2024 were in the amount of $222,975.53. 

The current MFT unobligated balance for January 2024 is in the amount of $1,749,906.26. 

CITY TREASURER’S REPORT: Zoila Gomez 

Zoila thanked the Council for approving Christian Latham’s promotion. 

The January 2024 Treasurer’s report for all funds is in the amount of $12,089,550.35. The total disbursements for January 2024 were in the amount of $801,676.53. 

The January 2024 Revenue and Expenditure report was attached. 

POLICE CHIEF’S REPORT: Norm Allison 

Interim Chief Allison said that two candidates have met the requirements to come before the Council on April 8, 2024 for approval to be hired. If approved, their start date will be April 9, 2024. These two new hires would be replacing two sergeants who are retiring. 

PUBLIC WORKS REPORT: D. Boyer, J. Beyer-absent, K. Tisberger-nothing 

DIRECTOR OF BUILDING, PLANNING & ZONING’S REPORT: Jeff Sobotka-absent, nothing 

COMMITTEE REPORTS: 

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner 

Alderman Mullinerstated this committee met on March 20, 2024 and discussed the mobile food vendors ordinance. It has been distributed to city staff to review, and afterwards, will go to a COW meeting. 

BUILDINGS, GROUNDS AND ZONING: Alderman Williams 

Alderman Williams said this committee met on March 14, 2024, to discuss the budget and a solar ordinance. They continued reviewing the solar ordinance at a meeting on March 20, 2024. It will be on the April 8, 2024 COW meeting agenda. 

COMMUNITY DEVELOPMENT: Alderman Fawver 

Alderman Fawver reported that this committee met on March 13, 2024. They discussed a development update, reviewed the budget, and went through the façade grant updates. 

FINANCE: Alderman Wickens 

Alderman Wickens called a meeting for April 8, 2024 at 5:15 p.m. 

PARKS: Alderman Johns-absent 

Alderman DeBolt said the mowing contract for GTZ will be on the April 8, 2024 COW agenda. 

PERSONNEL & INSURANCE: Alderman Swoboda-nothing 

SPECIAL EVENTS: Alderman Nadeau 

Alderman Nadeau said there is a special event request approved for this Friday at 3:00 p.m., for St. Mary’s Living Stations of the Cross. 

STREETS & UTILITIES: Alderman DeBolt 

Alderman DeBolt said he will not be at the April 8, 2024 meetings. 

CITIZENS’ COMMENTS: 

Barb Petry asked if it was pertinent to talk about the liquor license application for the Family Dollar Store. Mayor Rennels said no. Barb went on to say that Jesus broke the chains of bonds in his life. She hopes the council will use discernment to partner with the chain breaker.

Cameron Mueller had a few questions regarding the water and sewer rate increases. They were: when it passed, where there fixed rates for businesses or variable rates per business; and were there ear marks listed with specific details where the funds would go, and if so, where could he find that list. CLOSED SESSION: none 

ADJOURNMENT: 

A motion was made by Alderman Williams, seconded by Alderman Swoboda, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:35 p.m.
