Newark Community Consolidated School District 66 Board of Education met March 27.

Here are the minutes provided by the board:

I. Call to Order/Moment of Silence/Pledge

A special meeting of the Board of Education was called to order at 6:02 PM on March 27, 2024 by President Fordyce at Newark Grade School.

II. Roll Call

For those members who attend remotely an indication will made in the roll call.

Callier present, Davis present, Fordyce present, Hopkins absent, Underhill absent, Walker present, Winner present.

III. Executive Session

Walker moved to go into executive session to discuss a student discipline issue. Winner seconded. There was no discussion. Motion carried on roll call vote at 6:04 PM.

Ayes: Callier, Davis, Fordyce, Walker, Winner.

Nays: none.

Absent: Hopkins, Underhill.

IV. Action as a Result of Executive Session

Winner moved that, based upon and after the Board's consideration of the evidence and testimony of the expulsion hearing, the Board of Education finds that Student No. 23-24-01 has committed acts of gross misconduct as described by the District's Administration, in violation of Board Policy 7:190, Student Behavior.

He further moved that the Board of Education expel the student from the District, until the end of the 2024-2025 school year, but that the expulsion be held in abeyance and the student be administratively transferred to an alternative school, or another alternative school as determined by the District's Administration, pursuant to Article 13A of the Illinois School Code.

He further moved that the expulsion be held in abeyance, contingent upon the student's full participation, during the reminder of the expulsion period, in the alternative school program. I move that, should the student fail to fully participate in the alternative school program and/or the alternative school refers the student back to the District, the student shall be immediately expelled from the District without additional action, for the remainder of the District Administration's recommended expulsion duration, without further action of the Board.

He further moved that the Superintendent (or Superintendent's designee) issue the Board's written decision on the student's expulsion, consistent with the Board's discussions in closed session.

Callier seconded. There was discussion. Motion carried on roll call vote.

Ayes: Callier, Davis, Fordyce, Walker, Winner.

Nays: none.

Absent: Hopkins, Underhill.

V. Board Member Comments

There were comments from the board concerning the expulsion.

VI. Adjournment

Winner moved to adjourn. Walker seconded. There was no discussion. On the question there were 5 ayes and 0 nays. Motion carried. Meeting is adjourned at 8:06 PM.
