The regular meeting of the Plano City Council was called to order on Monday, May 13, 2024, at 6:00 p.m., by Mayor Micheal Rennels in the Council Room at City Hall. Mayor Rennels led the Pledge of Allegiance to the Flag.

MINUTES:
A motion was made by Alderman Williams, seconded by Alderman Swoboda, to approve the minutes of the regular meeting on April 22, 2024. A unanimous “Aye” voice vote was heard. The motion passed. AGENDA:
Mayor Rennelssaid there is a correction to tonight’s agenda. Randall Klatt’sreappointment to the Police Pension Board, if approved, is for a 2-year term, not a 3-year term.
A motion was made by Alderman Williams, seconded by Alderman DeBolt, to approve the agenda as amended for the regular meeting of May 13, 2024. A unanimous “Aye” voice vote was heard. The motion passed.
WARRANTS:
A motion was made by Alderman Fawver, seconded by Alderman DeBolt, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated April 25, 2024 in the amount of $57.00.

A motion was made by Alderman Nadeau, seconded by Alderman Swoboda, to approve City services for The Plano Community Garden including water, garbage, and tilling.

A motion was made by Alderman Williams, seconded by Alderman DeBolt, to approve the appointment of Norman Allison as Police Chief, at a salary of $133,000.00, effective May 1, 2024, and authorize the Mayor to sign the certificate of promotion.

Attorney Thomas swore in the New Police Chief Allison.
A motion was made by Alderman Nadeau, seconded by Alderman DeBolt, to approve the Mayor’s appointment of Eric Oleson to the Plan Commission for a 3-year term.

A motion was made by Alderman Swoboda, seconded by Alderman Williams, to approve a resolution adopting the 2024 Kendall County multi-jurisdictional multi-hazard mitigation plan.

Ordinance #2024-21: An ordinance to regulate mobile food vendors
A motion was made by Alderman Mulliner, seconded by Alderman Swoboda, to approve an ordinance amending Title 3 Chapter 3 Sections 3-3A-1 through 3-3A-7 of the Code of Ordinances of the City of Plano text amendment regulating mobile food vendors. Attorney Thomassaid this was discussed at the last COW meeting, and there have not been any changes made to it. Mayor Rennels said this is amending the entire title of the code.

Ordinance #2024-22: An ordinance increasing Class E liquor licenses
A motion was made by Alderman Williams, seconded by Alderman Mulliner, to approve an ordinance amending Title 3 Chapter 2 Section 3-2-7 of the Code of Ordinances of the City of Plano increasing the number of Class E liquor licenses from 7 to 8 (Cielo Tacos Inc.).

A motion was made by Alderman Williams, seconded by Alderman Nadeau, to approve an ordinance amending Title 3 Chapter 2 Section 3-2-7 of the Code of Ordinances of the City of Plano decreasing the number of Class E liquor licenses from 8 to 7 (Tako Chido, LLC).

Ordinance #2024-24: An ordinance decreasing Class G liquor licenses
A motion was made by Alderman Fawver, seconded by Alderman DeBolt, to approve an ordinance amending Title 3 Chapter 2 Section 3-2-7 of the Code of Ordinances of the City of Plano decreasing the number of Class G liquor licenses from 3 to 2 (L & J Mississippi BBQ, LLC).

Resolution #2024-: A resolution approving and authorizing the execution of a contract with Performance Pipeline Inc. in the amount of $124,183.50 re: ≈ 2,707’ of sanitary sewer lining. This item was on the paper Council meeting agenda but not on the website agenda. It will be on the next Council meeting agenda for a vote.
CITY CLERK’S REPORT: Carin Martin, Deputy Clerk
The next City Council and COW meetings will be on Tuesday, May 28, 2024 due to the Memorial Day holiday.
For the July 8, 2024 City Council and COW meetings, agenda items need to be turned in by Wednesday, July 3rd, because City Hall will be closed on Thursday, July 4th.
CITY TREASURER’S REPORT: Zoila Gomez-nothing
POLICE CHIEF’S REPORT: Norm Allison
New Police Chief Allison said the City means the world to him and expressed his thanks for voting him in as the New Police Chief. He said he is super excited to lead the Police Department.
PUBLIC WORKS REPORT: D. Boyer-absent, J. Beyer-absent, K. Tisberger
Karl said that brush pick up has started this week. Residents are able to put brush out the first full week of the month. The second full week of the month is when it will be picked up. They will be stricter about violators who put grass in with their brush. He said the street list is out and will need to be trimmed down. Karl said at Memorial Park, the canon and bomb have been recoated and look nice.
DIRECTOR OF BUILDING, PLANNING & ZONING’S REPORT: Jeff Sobotka-absent-nothing Mayor Rennels said on June 3, 2024, there will be a public hearing during the Plan Commission/Zoning Board of Appeals meeting. This public hearing is about the solar ordinance because it landsin the zoning section. COMMITTEE REPORTS:

Alderman Fawver called a meeting for May 28, 2024 at 5:15 p.m.
PARKS: Alderman Johns
Alderman Johns reported on various parks in town. He said the ballpark has had 2 large trees down. Foli Park has some fake spinning coyotes for the geese. He is going to talk to Josh, Water Superintendent, about opening the Splash Pad soon, possibly this weekend. Gorman and Kristen Parks did have a dandelion problem, but it is under control now. Baseball leagues are in full swing now.

SPECIAL EVENTS: Alderman Nadeau
Alderman Nadeau asked Mayor Rennels about his special event for tomorrow. He said it is a State of Plano lunch and learn, sponsored by the Plano Chamber of Commerce, from 11:30 a.m.-12:33 p.m. or after. It is at Cielito Mexican Restaurant, with a $25.00 taco bar donation.

Keith Riddle congratulated the new Police Chief Allison on his appointment.
