City of Plano City Council met June 24.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order on Monday, June 24, 2024, at 6:00 p.m., by Mayor Michael Rennels in the Council Room at City Hall. Mayor Rennels led the Pledge of Allegiance to the Flag.

There was a quorum.

MINUTES:

A motion was made by Alderman DeBolt, seconded by Alderman Nadeau, to approve the minutes of the regular meeting on June 10, 2024. A unanimous “Aye” voice vote was heard. The motion passed. AGENDA:

A motion was made by Alderman DeBolt, seconded by Alderman Fawver, to approve the agenda for the regular meeting of June 24, 2024. A unanimous “Aye” voice vote was heard. The motion passed. WARRANTS:

A motion was made by Alderman Wickens, seconded by Alderman DeBolt, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated June 24, 2024 in the amount of $148,678.23.

INTRODUCTION OF GUESTS:

Guests and members of the press were welcomed by Mayor Rennels.

CITIZENS’ COMMENTS: none

MAYOR’S REPORT: Mayor Rennels

Mayor Rennels recognized the District 88 Unified Track and Field Team for placing First in State. Amy Lee, Special Education Cooperative Director for District 88, said this is the second time the team has won this event at State. Beth Lowry, one of the coaches, talked about the team and its benefits. She said they participate in six events with 24 participants. She thanked the Fire and Police Departments for escorting them into town after their win, and the city for the green IDOT signs being up at both entrances into town.

Alderman DeBolt said the Unified basketball team was supposed to play at State, but then covid hit. He said the team was devastated they were not able to go.

CITY ADMINISTRATOR’S REPORT: Martin Shanahan Jr.

Marty gave a preview of the Creek Road Bridge Resolution process that will be on the next Council meeting agenda.

PLANO CHAMBER OF COMMERCE: Tiffany Forristall

Tiffany talked about upcoming Chamber events. She asked Mayor Rennelsif they could offer the Unified Track and Field team to be in the upcoming parade, and he said yes. She said this Thursday is their golf outing and lunch at Cedardell. The family fun fest is July 7, 2024, from 11:00 a.m.-4:00 p.m. The Rotary is selling 50/50 raffle tickets with money going towards their scholarships. The next two Coffee and Connections are on July 19th at Heartland Bank and an after hours on August 1st with LaSalle Manor. August 3rd is their Color Run.

Mayor Rennels spoke about the July 7th family fun fest. He said there will be a family fun parade open to the public. The festival is from 11:00 a.m.-4:00 p.m. It will be behind the Police Department, and include food trucks, ice cream, games, and activities.

CITY ATTORNEY’S REPORT: William Thomas

Ordinance #2024-27: An ordinance to decrease Class G liquor licenses from 2 to 1

A motion was made by Alderman Fawver, seconded by Alderman Nadeau, to approve an ordinance amending Title 3 Chapter 2 Section 3-2-7 of the Code of Ordinances of the City of Plano decreasing the number of Class G liquor licenses from 2 to 1 (Pizza by Uncle Lar’s LLC). Attorney Thomas said tonight’s ordinances are inter-related. He said Pizza by Uncle Lar’s LLC is closing, and being sold to the owner’s daughter, son-in-law, and another couple. This ordinance will be effective July 1, 2024.

Voting “Nay”:

Absent: Williams, Swoboda

Motion passed.

Ordinance #2024-28: An ordinance to increase Class G liquor licenses from 1 to 2

A motion was made by Alderman Nadeau, seconded by Alderman Mulliner, to approve an ordinance amending Title 3 Chapter 4 Section 3-2-7 of the Code of Ordinances of the City of Plano increasing the number of Class G liquor licenses from 1 to 2 (Uncle Lars Pizza LLC). This ordinance will be effective July 1, 2024. Alderman Nadeau said she thinks it is a great tradition and addition to Plano.

Voting “Nay”:

Absent: Williams, Swoboda

Motion passed.

CITY CLERK’S REPORT: Carin Martin, Deputy Clerk

Sales and related taxes for April 2024 are in the amount of $221,262.30.

The current MFT unobligated balance for April 2024 is in the amount of $1,863,013.46. CITY TREASURER’S REPORT: Zoila Gomez-absent-nothing

POLICE CHIEF’S REPORT: Norm Allison-nothing

PUBLIC WORKS REPORT: D. Boyer-absent, J. Beyer-absent, K. Tisberger

Karlsaid they should be awarding the Street Program bids at the next meeting. He said the spray patcher work should be starting this week or next. He said the sidewalk bids will be soon.

There was an HR Green NPDES presentation/review given by Logan Gilbertsen. He said this presentation is a yearly requirement from the EPA.

Alderman Nadeau asked a few questions. She asked if the mercury in Loon Lake and the Fox River is an old problem. Logan said yes since mercury is not used anymore, and can come from rainfall. She asked if the fecal matter is from livestock. Logan replied it is from livestock and Canadian geese. Her last question was if they test the water at Foli Park. Logan answered that they check storm water sewer systems when it hasn’t rained recently.

Alderman DeBolt asked how the silt fence works. Logan said it keeps sediment at the site and infiltrates into the ground.

DIRECTOR OF BUILDING, PLANNING & ZONING’S REPORT: Jeff Sobotka-nothing

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner-nothing

BUILDINGS, GROUNDS AND ZONING: Alderman Williams-absent

Alderman Fawver said Alderman Williams would like to schedule a meeting for July 3, 2024 at 5:30 p.m. COMMUNITY DEVELOPMENT: Alderman Fawver-nothing

FINANCE: Alderman Wickens

Alderman Wickens called a meeting for July 8, 2024 at 5:15 p.m.

PARKS: Alderman Johns

Alderman Johns talked about a few items. He said he is working on the Parks survey list. He said the Foli Park Fishing Day went well. He said there were about 70 kids and 65 adults, and was a great day. He thanked the Quad County Hog Hunters, Kathy Wickens and Mayor Rennels for serving food, Karl and the city crew for getting the park ready, and the Police Department for walking through. Mayor Rennels asked about the officer that was there all day. Chief Allison said that officer is in the Academy, and volunteered to be there all day.

PERSONNEL & INSURANCE: Alderman Swoboda-absent

Alderman Nadeau said there has been a meeting scheduled for July 1, 2024 at 9:00 a.m. SPECIAL EVENTS: Alderman Nadeau

Alderman Nadeau wished everyone a safe Independence Day week. She said the July 7th parade line up is at 12:30 p.m., and fireworks willstart at dusk at Plano High School. She gave a reminder to check the Midweek Music schedule, and that the 2 Partners restaurant has been non-stop help.

STREETS & UTILITIES: Alderman DeBolt

Alderman DeBolt thanked Alderman Johns and the city crew for the Foli Park Fishing Day.

CITIZENS’ COMMENTS:

Neal Veen thanked the city for it’s help with the Juneteenth event.

Barb Petry remarked how cool it is to be in between two freedom milestones of Juneteenth and the 4th of July. She talked about the Declaration of Independence in regards to slavery.

A motion was made by Alderman DeBolt, seconded by Alderman Nadeau, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:46 p.m.
