City of Plano City Council met April 28.

Here are the minutes provided by the council:

A motion was made by Alderman Mulliner, seconded by Alderman Williams, to open the Public Hearing for the FY ’26 Original Budget, at 6:00 p.m. A unanimous “Aye” voice vote was heard. The motion passed. There were no comments made during this public hearing.

A motion was made by Alderman Williams, seconded by Alderman DeBolt, to close the Public Hearing for the FY ’26 Original Budget, at 6:02 p.m. A unanimous “Aye” voice vote was heard. The motion passed The regular meeting of the Plano City Council was called to order on Monday, April 28, 2025, at 6:02 p.m., by Mayor Michael Rennels in the Council Room at City Hall. Mayor Rennels led the Pledge of Allegiance to the Flag.

MINUTES:

A motion was made by Alderman Nadeau, seconded by Alderman Williams, to approve the minutes of the regular meeting on April 14, 2025. A unanimous “Aye” voice vote was heard. The motion passed.

AGENDA:

A motion was made by Alderman Williams, seconded by Alderman DeBolt, to approve the agenda for the regular meeting of April 28, 2025. A unanimous “Aye” voice vote was heard. The motion passed.

WARRANTS:

A motion was made by Alderman Fawver, seconded by Alderman Williams, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated April 28, 2025 in the amount of $97,826.69.

Alderman Wickens joined the meeting at 6:06 p.m.

A motion was made by Alderman Fawver, seconded by Alderman Williams, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated May 5, 2025 in the amount of $137,636.42.

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay the wage report dated March 2025 in the amount of $383,532.20.

MAYOR’S REPORT:

Mayor Rennels read a Proclamation for Motorcycle Awareness Month which is in May 2025. A motion was made by Alderman Nadeau, seconded by Alderman Mulliner, to approve City services for The Plano Community Garden including water, garbage, and tilling.

Mayor Rennels stated that Open Roads ABATE has a summer book run with stops at various places. Participants get their book stamped when they visit those places. At the end of the season, they have a 50/50 raffle. Without any comments or questions raised, the Council approved Open Roads ABATE’s raffle license application.

CITY ADMINISTRATOR’S REPORT: Martin Shanahan Jr.

City Administrator Shanahan reported that on April 25, 2025, the Faxon Road railroad track gates became inoperable. Barricades were put up to close the roads. The city has reached out to Menards but is waiting to hear from them, and has called Burlington Northern Sante Fe.

The Chocolate Shoppe’s façade improvement grant was approved for $2,381.00.

In regards to previous water meter reading discussions, readings are not rounded. They are truncated bills. City Administrator Shanahan said Alderman Mulliner’s article with WSPY about this issue was good.

PLANO CHAMBER OF COMMERCE:

Director Tiffany Forristall gave an update on recent and upcoming events. There were around 60 attendees at the multi-chamber ribbon cutting event for the Plano Outlet Store. The Biz Bunny Hop had 30 plus business and organizations represented with over 500 attendees. The Plano Reaper is now owned by the Plano Historical Society. There is a Lunch and Learn on May 29th, 2025 hosted by the City of Plano and the Plano Police Department. It is from 11:30 a.m. to 1:00 p.m. at Cielito Mexican Restaurant. The Chamber’s golf outing is June 13th, 2025.

CITY ATTORNEY’S REPORT: William Thomas

Ordinance #2025-07 An ordinance to approve the FY 2026 original budget

A motion was made by Alderman Fawver, seconded by Alderman Swoboda, to approve an ordinance adopting the budget for all corporate purposes of the City of Plano, Kendall County, Illinois, in lieu of appropriations ordinance, for the Fiscal Year commencing on the 1st of May, A. D., 2025, and ending on the 30th day of April, A.D., 2026.

Ordinance #2025-08 An ordinance amending the water and sewer rates

A motion was made by Alderman Fawver, seconded by Alderman Swoboda, to approve an ordinance amending Title 7 Chapter 4 Section 7-4-1 of the Code of Ordinances of the City of Plano rates and charges for use of combined waterworks and sewerage system. Attorney Thomas said there are separate funds for water and sewer. The water rate will be adjusted, but the sewer rates and those with the senior discount will stay the same. There will be a 15% water rate increase effective May 1, 2025 if this ordinance passes tonight. Mayor Rennels said the focus is on where the need is, with the impact being between 6 and 7% for most citizens on their bill.

Resolution #2025-22 A resolution with HR Green, Inc. for the 2025 Non-MFT Road Program A motion was made by Alderman Williams, seconded by Alderman Swoboda, to approve a resolution to approve and authorize the execution of a professional agreement by and between the City of Plano and HR Green, Inc. for the 2025 Non-MFT Road Program, for an amount not to exceed $56,949.10. Resolution #2025-23 A resolution with HR Green, Inc. for engineering watersystem improvements and a State Revolving Fund program application

A motion was made by Alderman DeBolt, seconded by Alderman Swoboda, to approve a resolution to approve and authorize the execution of a contract with HR Green, Inc. in an amount not to exceed $35,470.00, for engineering water system improvements and a State Revolving Fund (SRF) program application. Attorney Thomas said this work is from Ben to Hale Streets and infrastructure on Main Street. HR Green will help with the design and the IL EPA paperwork and submittal.

CITY CLERK’S REPORT: Carin Martin, Deputy Clerk-nothing

CITY TREASURER’S REPORT: Zoila Gomez

Treasurer Gomez gave thanks for approving the FY ’26 budget. Mayor Rennels thanked Treasurer Gomez, her department, the Department Heads, and City Administrator Shanahan for their work on the budget.

POLICE CHIEF’S REPORT: Norm Allison

Chief Allison thanked Mayor Rennels, City Administrator Shanahan, and the Council for their support on and after an incident on September 27th, 2024. There is now some closure for the Kendall County, City of Plano, and City of Aurora responding police officers from this incident.

PUBLIC WORKS REPORT: Nick Rossaert-nothing, Josh Beyer Sr.-absent, Karl Tisberger Karl said there was a question previously about excavation testing for the road program. Karl said this testing is not being done because the necessary requirements for testing are not being done. He said the Hale Street work kicked off today. Street closures will be in the following order: close Hale Street from Dearborn to Rock which should be done by the end of May. Then Glynn to Rock Street with a flagger person. Next will be Glynn to Larson. This should make the project go faster and smoother, with the hope of this project being done by August, before school starts.

DIRECTOR OF BUILDING, PLANNING & ZONING’S REPORT: Jeff Sobotka

Jeffsaid Plan Commission members decided to take the month of April to review the draft of the updated comprehensive plan. They will discuss their findings at the May 5th, 2025 Plan Commission meeting. Mayor Rennels thanked them and Teska for it’s work on the comprehensive plan. He said the public is welcome to attend the May 5th, 2025 meeting.

COMMUNITY DEVELOPMENT: Alderman Fawver-nothing

FINANCE: Alderman Wickens

Alderman Wickens called a meeting for May 12th, 2025 at 5:15 p.m.

PARKS: Alderman Johns

Alderman Johns gave an update on some of the city parks. He said at the city park, from Main Street to the railroad bridge, the side of the road was cleaned up and about 300 feet of Steward Park. The gaga ball pit has been installed at Gorman Park. The rules sign needs to be put up still. The city crew added grass seed at Ray Niles Park. Foli Park has a volleyball net up and has been aerated. Currently, the restrooms have been unlocked in the morning and locked at night. They may try leaving them unlocked, and will address it if this becomes a problem. Alderman Johns thanked MTH Pumps for cleaning up at the city park and Foli Park on Earth Day. He thanked the Steward Park crew for helping clean it up. He said the Splash Pad will open when Mayor Rennels says it is okay.

STREETS & UTILITIES: Alderman DeBolt

Alderman DeBolt said his wife was part of the Steward Park clean up crew which was nicely attended. He said they picked up quite a bit of stuff.

CITIZENS’ COMMENTS:

Mary Pappas wanted to follow up with City Administrator Shanahan’s comments about water billing. She said WSPY made some comments about her finding the billing confusing, but it is not. She said the city is lacking transparency if they have a secret way they bill for water. Citizens have to pay for the meters but are not told what their actual usage amounts are. She stated the city is not being transparent when one month they say money is saved by keeping the rates how they are but now want to raise the rates. She would like the bills to show the actual usage amounts and to pay for that accordingly.

Keith Riddle agrees with Mary Pappas, in that he would like to see the exact usage numbers on water bills. He shared that on May 15th, 2025, Life Line Screening will be at his business The Venue, if anyone is interested in attending.
