Village of Oswego Historic Preservation Commission met Sept. 24.

Here are the minutes provided by the commission:

A. CALL TO ORDER

Jeff Lind called the meeting of the Oswego Historic Preservation Commission to order at 7:01 p.m.

B. ROLL CALL

Members Present: Kevin Zenter, Shaunna Barrow, Mary Murray, Jennifer Schwarz

Members Absent: Subash George, Juan Terrazas

Others Present: Joe Noce, Oswegoland Park District; Noah Daenzer, Student Representative; Jeff Lind, Village of Oswego

C. MINUTES

Motion: Commissioner Zentner, second Commissioner Barrow to accept the minutes of the May 28, 2025 Historic Preservation Commission Meeting

AYES: Commissioners Barrow, Murray, Schwarz, Zentner

NAYES: None

ABSTAINS: None

Motion carried

D. PUBLIC FORUM

Mr. Lind stated that the Historic Preservation Commission has two new student representatives for the school year and introduced Mr. Noah Daenzer, who was in attendance.

E. OLD BUSINESS

E.1 Harvey One-Room Schoolhouse Sign Update

Mr. Lind stated that no new information was available.

E.2 Historic Property Highlights (Property of the Season)

Mr. Lind reported that the Historic Preservation Commission has flexibility as to how it would like to revive the Historic Property Highlights program in regard to selecting sites and determining when and how much information to publish. Commissioners suggested publishing a short article in the Village Newsletter each spring and fall. Commissioners also discussed the pros and cons of selecting the historic properties themselves versus asking the public for submissions. Mr. Lind stated that he would include the list of previously used properties in the next Historic Preservation Commission meeting packet. Mr. Noce stated that he, or one of his colleagues at the Little White School Museum, would be willing to gather materials and write the articles.

E.3 Future Honorary Street Name Dedications

Mr. Lind informed Commissioners that he had met with the Public Works Department to discuss the best locations for the James Detzler and Ralph Ross Honorary Street signs the Commission previously voted to recommend. The Public Works Department stated that the best location for the James Detzler honorary sign would be the southeast corner of N. Madison Street and Elmwood Drive and the best location for the Ralph Ross honorary sign would be the southeast corner of Polk Street and Ashland Street. Mr. Lind explained that the next step is to take the Historic Preservation Commission's recommendations to the Village Board for final approval.

F. NEW BUSINESS

Mr. Lind presented the proposed 2026 Historic Preservation Commission meeting dates for the Commission's review. The Commissioners did not raise any concerns. Mr. Lind stated that he would inform the Village Clerk the Historic Preservation Commission supports finalizing the proposed meeting dates.

H. REPORTS

H1. Commissioners' Reports

Commissioner Murray announced that she had attended the September Planning and Zoning Commission meeting in order to comment on the concept plan for the old Traughber Junior High site. Commissioner Murray gave a brief overview of the concept plan and explained that many neighboring residents attended the meeting and expressed their disapproval.

H2. Oswegoland Park District/Oswego Heritage Report

Mr. Noce shared that the Oswegoland Park District and Little White School Museum have many exciting events in the month of October, including celebrating the 75th anniversary of the Park District, an Exhibit on the New Deal, the Cemetery Walk on October 2, a history hike at Waukesha Park on October 11, and an urban barn tour on October 25. Mr. Noce also mentioned that the Park District purchased the old LA Fitness building.

H3. Development Services Report

Mr. Lind updated the Commission on the Village's efforts with the Comprehensive Plan and the Bicycle and Pedestrian Plan. He stated that the plans' online survey is still up and running.

II . Sexual Harassment Training Reminder

Mr. Lind stated that all appointed officials must complete the State of Illinois' sexual harassment prevention training annually. Commissioners must complete the training by December 31, 2025.

J. NEXT MEETING

The next meeting will be Wednesday October 22, 2025.

K. ADJOURNMENT

Motion: Commissioner Murray, second Commissioner Barrow to adjourn the Historic Preservation Commission Meeting.
