Councilwoman Quillman read the proclamation issued by Mayor O'Dekirk honoring Robert Long. Proclamation - Men's Health Month

Councilman Dickinson read the proclamation issued by Mayor O'Dekirk proclaiming May as Men's Health Month.

A motion was made by Councilwoman Hallums Quillman, seconded by Councilman Morris, that Brad Price be appointed to the Board of Fire and Police Commissioners. The motion carried by the following vote:

APPROVAL OF AGENDA: 

A motion was made by Councilman Michael F. Turk, seconded by Councilwoman Bettye Gavin, to approve the Agenda as written with the following change: Remove Council Memo #322-20: Resolution Finding that a Local State of Emergency Continues and Implementing a City-Wide Curfew which is Necessary for the Protection of Public Health, Safety and Welfare.

Loretta Hobbs spoke regarding body cams and concerns for the Mayor's position.

Nick Semaca spoke on behalf of the Slammers.

Councilman Morris gave an overview and explanation of the item discussed at the Tuesday, June 9, 2020 Land Use and Legislative Committee Meeting. Public Safety

Councilwoman Quillman stated the meeting was cancelled and briefly discussed an item that had been pulled.

The City Manager gave a brief overview of Council Memo #312-20 Proposed Rock Run Crossing Redevelopment Project Area Tax Increment Financing District Eligibility Study and Redevelopment Plan and Project.

A motion was made by Councilman Michael F. Turk, seconded by Councilwoman Bettye Gavin, that this Public Hearing was opened and continued to the August 18, 2020 Council Meeting.

Resolution Authorizing the Waiver of Joliet Slammers Lease Payments for 2020

Councilman Mudron gave an overview and explanation of the items discussed at the Tuesday, May 26, 2020 Stadium Committee Meeting.

A brief discussion was held regarding the Slammers' pro rata lease payments and the removal of this item from the agenda. A motion was made by Councilman Larry E. Hug, seconded by Councilwoman Jan Hallums Quillman, that this Resolution be removed.

CITY MANAGER:

Interim City Manager Steve Jones discussed previous consideration of City's concurrence to rehabilitate the downtown library and the library obtaining $6.5 million of state funding for this project.

He also discussed continued dialogue with staff and union representatives concerning ways to close budget gaps.

A brief discussion was held regarding money received by the Will County from the federal government due to COVID-19 and how to get a portion of the funding. NEW BUSINESS (Not for Final Action or Recommendation):

A brief discussion was held regarding funding from cannabis sales and the opening of a state grant application for approximately $31.2 million available for Region 3. In-person public speaking is temporarily suspended. Mark Griglione, President of Board of Education for Troy-30C, spoke regarding concerns on the proposed Rock Run TIF District.

Mary Beth Gannon spoke regarding a recent storm, city finances, and the reopening of restaurants.

Audrey Secko spoke regarding the hiring of a permanent City Manager and also Marty Shanahan.

Neal Querio spoke regarding the need to ensure the safety of all Joliet residents due to the recent events resulting from the death of George Floyd.

Kathy Spieler spoke regarding Marty Shanahan and the recent storm, and recent events due to Mr. Floyd. 

MAYOR AND COUNCIL COMMENTS:

Councilwoman Gavin thanked the peaceful protestors who marched for justice in the city. She encouraged everyone to come together and continue dialogue.

Councilwoman Quillman spoke regarding clean up from a recent storm and thanked the police department for their work protecting the City from looters and rioting.

Councilman Hug spoke about the importance of unity and gave several statements in response to the protestors, looting, rioting, and social justice issues. He also discussed his experience at one of the peaceful rallies.

Councilman Dickinson discussed his presence at Glenwood Manor during the recent storm. He also thanked the Police Department for their work on May 31, 2020. He offered his condolence to the Walsh family.

Mayor O'Dekirk expressed condolences to the Walsh family. He thanked Mike Eulitz and the City's Roadway Department for all their hard work after the recent storm. He gave a brief synopsis of an incident involving him at a recent peace rally. CLOSED SESSION to discuss the following subjects: A motion was made by Councilman Dickinson, seconded by Councilman Turk, to enter into closed session to discuss personnel, collective bargaining, land acquisition or conveyance, pending or threatened litigation after which the meeting will be adjourned.
