CITY MANAGER:
Interim City Manager Steve Jones discussed previous consideration of City's concurrence to rehabilitate the downtown library and the library obtaining $6.5 million of state funding for this project.
He also discussed continued dialogue with staff and union representatives concerning ways to close budget gaps.
A brief discussion was held regarding money received by the Will County from the federal government due to COVID-19 and how to get a portion of the funding. NEW BUSINESS (Not for Final Action or Recommendation):
A brief discussion was held regarding funding from cannabis sales and the opening of a state grant application for approximately $31.2 million available for Region 3. In-person public speaking is temporarily suspended. Mark Griglione, President of Board of Education for Troy-30C, spoke regarding concerns on the proposed Rock Run TIF District.
Mary Beth Gannon spoke regarding a recent storm, city finances, and the reopening of restaurants.
Audrey Secko spoke regarding the hiring of a permanent City Manager and also Marty Shanahan.
Neal Querio spoke regarding the need to ensure the safety of all Joliet residents due to the recent events resulting from the death of George Floyd.
Kathy Spieler spoke regarding Marty Shanahan and the recent storm, and recent events due to Mr. Floyd.
MAYOR AND COUNCIL COMMENTS:
Councilwoman Gavin thanked the peaceful protestors who marched for justice in the city. She encouraged everyone to come together and continue dialogue.
Councilwoman Quillman spoke regarding clean up from a recent storm and thanked the police department for their work protecting the City from looters and rioting.
Councilman Hug spoke about the importance of unity and gave several statements in response to the protestors, looting, rioting, and social justice issues. He also discussed his experience at one of the peaceful rallies.
Councilman Dickinson discussed his presence at Glenwood Manor during the recent storm. He also thanked the Police Department for their work on May 31, 2020. He offered his condolence to the Walsh family.
Mayor O'Dekirk expressed condolences to the Walsh family. He thanked Mike Eulitz and the City's Roadway Department for all their hard work after the recent storm. He gave a brief synopsis of an incident involving him at a recent peace rally. CLOSED SESSION to discuss the following subjects: A motion was made by Councilman Dickinson, seconded by Councilman Turk, to enter into closed session to discuss personnel, collective bargaining, land acquisition or conveyance, pending or threatened litigation after which the meeting will be adjourned.
