Present: Village President Bob Walsh, Village Clerk Katie Adams, Village Engineer John Whitehouse, Village Attorney Brandan Rissman, Director of Public Works Mark Wilkison and Matt Krueger.
Open the Meeting: Village President Bob Walsh opened the meeting at 7:01 p.m. and led the Pledge of Allegiance.
Roll Call: Trustees: Jon Millen, Mary Kay Wlezen, Ernie Jackson and John Totemeier were present. Trustee Deb Twenhafel joined the conference call at 7:02 p.m. Trustee Jim Daffron joined the conference call at 7:03 p.m.
Absent: Treasurer Mitch Dander.
Guests: Planner Jared Patton, Chicago Metropolitan Agency for Planning (CMAP). Sherriff’s Deputy Matt Humm arrived at 7:04 p.m.

Approval of Minutes: Trustee Mary Kay Wlezen made a motion to approve the December 7, 2020 Village Board meeting minutes and Trustee Jon Millen seconded the motion. Ayes: Trustees: Jon Millen, Mary Kay Wlezen, Ernie Jackson, John Totemeier and Deb Twenhafel. Five ayes, one absent, motion carried.
Trustee Jim Daffron joined the conference call at 7:03 p.m.
Trustee Ernie Jackson made a motion to approve the December 21, 2020 Village Board meeting minutes and Trustee John Totemeier seconded the motion. Ayes: Trustees: Jon Millen, Mary Kay Wlezen, Ernie Jackson, John Totemeier, Deb Twenhafel and Jim Daffron. Six ayes, motion carried.
Approval of the bills to be paid: Trustee Mary Kay Wlezen made a motion to approve the bills to be paid as presented on Warrant 18-FY 2021, dated January 19, 2021 for $20,456.07 and Trustee Jon Millen seconded the motion. Ayes: Trustees: Jon Millen, Jim Daffron, Deb Twenhafel, Mary Kay Wlezen, Ernie Jackson and John Totemeier. Sherriff’s Deputy Matt Humm arrived at 7:04 p.m.
Kane County Sheriff’s Report: Sherriff’s Deputy Matt Humm reported calls in Burlington were the lowest in Kane County for the month of December. Village President Bob Walsh noted he has been working with Sherriff Haines’ office to schedule approximately three traffic details per month, preferably during high traffic times of the day.
Chicago Metropolitan Agency for Planning (CMAP) Planner Jared Patton to Present Update on Burlington’s Comprehensive Plan: President Walsh introduced CMAP’s Planner Jared Patton to the Board. Planner Patton explained Burlington’s Comprehensive Plan has reached a pivotal point and CMAP is ramping up public outreach. The scope and background research are completed and documented in the Existing Conditions Report (ECR) which was distributed to the Board last week. Planner Patton explained CMAP uses the approach of what does the Village need or want and then will figure out what the necessary steps are for implementation to get to that need or want. The three key takeaways from the outreach conducted to date is the community wants to remain small and unique. Planner Patton asked everyone to think about what makes Burlington a small town and how can the Village preserve the small town? Secondly, Village infrastructure, including having municipal wastewater, more broadband options, road repairs, etc., need to be addressed within the cost constraints of the Village. Lastly, aging in place needs to be considered. How can the Village remain or become attractive to all generations? There was a brief Board discussion. Planner Patton went on to explain CMAP’s current outreach and planned outreach efforts. CMAP will be putting large posters showing different pieces of the plan in the Village Hall and potentially in a few other locations around town for residents to take a look at. Additionally, a flyer with paid return postage will be mailed out to Village residents with a small survey asking some questions about Burlington’s future. Planner Patton also noted CMAP is planning a virtual open house for March 3, 2021. The logistics for the virtual open house is still being worked out. The CMAP Burlington engagement web page will continue to be updated. Planner Patton encouraged everyone to visit the engagement web page and make comments. The Board discussed CMAP and the current Existing Conditions Report (ECR). Planner Patton noted after the next round of outreach is plan layout. A 3-5-page memo with the plan layout will be issued for review at that time. The actual plan will be approximately 50-100 pages when complete. The current timeline has the plan being completed by July 1, 2021. This timeline is aggressive and if cannot be met is flexible and CMAP will see the project through to the end and beyond.
President Walsh reported he was contacted to participate in a tree planting program going on across Chicagoland. The goal of the program is to have a new tree planted in every municipality and Chicago ward in the year 2021. Grants are available to purchase a tree to participate in the program. More details to follow.
Board Discussion on Potential 2021 Grand Victoria Riverboat Application(s): Village Engineer John Whitehouse noted funding for the grants is down 40% from last year due to COVID-19. Last year the Village applied for funding for the Storage Blending Tank Rehabilitation Project and Railroad Street Design Project. The Village was not successful in either application in 2020. Engineer Whitehouse explained a significant portion of money has gone to civic projects in recent years. Engineer Whitehouse believes more charities, such as United Way, will apply for this funding in 2021 due to COVID-19. The Board discussed last years projects and which projects to apply for this year. Engineer Whitehouse explained he will not have to spend as much time if the Village resubmits a project from last year and it will cost the Village less. It was Board Consensus to have Engineer Whitehouse move forward with applying for Grand Victoria Riverboat Funds to Rehabilitate the Storage Blending Tank.

Board Discussion on Potential 2021 Road Program: President Walsh went over the road repair documents included with the Board packets. Portions of Lawrence Road and Engel Road are in the worst condition. The East Old Plank Road storm sewer line is going to require additional repair this year. Railroad Street is also in need of redesign and repair. The Board discussed funding options and how to prepare for future road repair projects.
Board Discussion on CMJ Technologies Quote CMJQ3582 dated 1/13/2021 to Increase Security on Village Computers: Village Clerk Katie Adams explained the Village received a technology security survey from IMRF, the Village’s insurance provider. The Village contacted CMJ Technologies for a quote on increasing Village security so the Village could answer yes to every question on the survey provided by Illinois Municipal League (IML) Risk Management Association (RMA). The quote is for additional email security. To improve all of the Village’s technology requires a new server which the Village has applied for through a grant. The Board questioned the need for these items at additional cost. President Walsh and Clerk Adams will obtain additional information from CMJ Technologies for further conversation.
Public Works Report: Director of Public Works Mark Wilkison presented his report and review dated January 14, 2021. Director Wilkison noted he just picked up the third load of salt for the winter. The streets will be salted again this evening.
Water Plant Report: Director of Public Works Mark Wilkison presented his report and review dated January 14, 2021.
Treasurer’s Report: Matt Krueger reviewed the budget and noted the Village is 86% of the way through Fiscal Year 2021. Most accounts are in line with where the Village was at last year. Matt Krueger also noted the post office is experiencing delays and is moving slower and some mailed payments have taken longer to reach their destination. President Walsh discussed the $7 fee on the MFT account with Ted Koch at Old Second Bank. This fee cannot be waived. President Walsh also confirmed with Ted Koch that any monies over the FDIC insured limit are covered by policies taken out by Old Second Bank.
Village Attorney’s Report: No report.
Village Engineer’s Report: Engineer Whitehouse noted the Clearwell Blending Tank Rehabilitation project will be re-advertised in the newspaper in January 2021 for bids due in February 2021.
Zoning Enforcement Officer’s Report: Zoning Enforcement Officer John Whitehouse reported he is waiting on a re-submission of information to continue his zoning review for a garage addition on Engel Road. A stop work order was issued in October.
Village Clerk’s Report: Village Clerk Katie Adams asked the Board to begin thinking about budget planning for Fiscal Year 2022.
Village President’s Report: Village President Bob Walsh gave a brief update on COVID-19. Kane County has moved to Tier 2 mitigations and DeKalb County to Tier 1 mitigations.
Presentation and Review of Water Billing Memo: December Receipts were $17,438.12. Aged Receivables due at the end of December were $6,607.67. January Water Billing was $11,604.92.
