City of Plano City Council Sept. 11.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order on Monday, September 11, 2023 by Deputy Clerk Carin Martin in the Council Room at City Hall. The Deputy Clerk led the Pledge of Allegiance to the Flag.

There was a quorum.

A motion was made by Alderman Johns, seconded by Alderman DeBolt, to appoint Alderman Mulliner as Mayor Pro Tem for tonight’s meetings. Mayor Rennels was sick and unable to attend tonight’s meeting. Roll Call:

Voting “Aye”: Johns, DeBolt, Fawver, Nadeau, Swoboda, Wickens, Williams

Voting “Nay”:

Absent:

Abstain: Mulliner

Motion passed.

MINUTES:

A motion was made by Alderman Williams, seconded by Alderman Nadeau, to approve the minutes of the regular meeting on August 28, 2023. A unanimous “Aye” voice vote was heard. The motion passed.

AGENDA:

A motion was made by Alderman Williams, seconded by Alderman Fawver, to approve the agenda for the regular meeting of September 11, 2023. A unanimous “Aye” voice vote was heard. The motion passed.

WARRANTS:

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated August 31, 2023 in the amount of $1,287.00.

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated September 11, 2023 in the amount of $272,901.41.

MAYOR’S REPORT: Michael Rennels

Mayor Pro Tem Mulliner read a proclamation for “It’s Our Fox River Day.” This recognizes the history and well-being of the Fox River, on the third Saturday of September.

CITY ATTORNEY: William Thomas

Ordinance #2023-18 A motion was made by Alderman Swoboda, seconded by Alderman Johns, to approve an ordinance to increase the number of G-1 liquor licenses from 5 to 6. This G-1 liquor license is for Jayme Montanus’ new business Alanas Gaming, in the former Shelby’s location.

Ordinance #2023-19 A motion was made by Alderman Nadeau, seconded by Alderman Swoboda, to decrease the number of B-1 liquor licenses from 6 to 5. C-Stop LLC surrendered their B-1 liquor license and have been approved for a B-2 liquor license.

CITY CLERK: Carin Martin, Deputy Clerk-Nothing

CITY TREASURER: Zoila Gomez-Nothing

POLICE CHIEF’S REPORT: Lt. Allison-Nothing

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: D. Boyer, J. Beyer, K. Tisberger

Darrin reported that for the selector tank mixer project, 3 of the 5 are completed and working. Josh gave an update on the water main project. He said all the pipes are in the ground, service is ready, and is hopeful to wrap it up in about 3 weeks. In regards to the water tower painting project, he said the inside work is done and the weather is playing a factor in getting the outside painting done. It should be done before winter weather though.

Karl said the street striping is completed. They are waiting for IDOT approval then the Street 2023 Non-MFT street project can be done. Those streets will need striping when finished. Karl gave an update on the Lakewood Springs street light painting project, reporting they have 8 full poles and 52 bases done. In regards to the Creek Road bridge and it’s poor rating in its last inspection, work is being done to get it on IDOT’s calendar for next year. He said IDOT program approval can take years.

BUILDING, PLANNING & ZONING: Jeff Sobotka-Nothing

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

Alderman Mulliner said his committee met on August 31, 2023. They discussed the differences between food trucks and transient businesses. They talked about having a food truck ordinance similar to the business license process. This committee talked about having committee recorders or hiring a recorder like the Plan Commission has. They felt this could be used at for the Council and COW meetings too. They talked about taping or using you tube or OWL for videotaping meetings. A meeting was called for September 19th at 6:00 p.m., with agenda items being food trucks, a meeting recorder, and the amended budget.

A motion was made by Alderman Mulliner, seconded by Alderman Swoboda, to approve the amended Emergency Operations Plan. Alderman Mulliner said this is amended yearly, and thanked Lt. Allison and the Plano Police Department for their work on these amendments.

BUILDINGS, GROUNDS AND ZONING: Alderman Williams

Alderman Williams said this committee met on September 6, 2023 to discuss the possibility of a chicken ordinance. He said there was some positive feedback from the community, and they will use a few paragraphs from Chicago’s ordinance. This will be discussed at the next COW meeting. COMMUNITY DEVELOPMENT: Alderman Fawver

Alderman Fawver’s committee has a meeting on September 12, 2023 at 6:00 p.m.

FINANCE: Alderman Wickens

Alderman Wickens called a meeting for September 25, 2023 at 5:15 p.m.

PARKS: Alderman Johns

Alderman Johns reported that the asphalt has been completed and needs lines painted at the Foli Park dog park. He said the Middle School had a cross country meet on August 31, 2023 and it went well. Their last one is at Foli Park on September 26, 2023. He and Mayor Rennels have ordered the trout for the Ice Fishing event. Tomorrow from 8:00-11:00 a.m., the DNR will be doing a fish survey.

PERSONNEL & INSURANCE: Alderman Swoboda-nothing

SPECIAL EVENTS: Alderman Nadeau

Alderman Nadeau’s committee has a meeting on September 12, 2023 at 5:30 p.m. to discuss the amended budget. She said Wednesday, September 13, 2023 is the last Wednesday night Music in the Park for this year. There are approved special events for block parties and this Saturday, September 16, 2023, is the Chamber of Commerce’s Hispanic Heritage event.

STREETS & UTILITIES: Alderman DeBolt

Alderman DeBolt’s committee met on September 5, 2023. There were 3 high water bills on the agenda. 2 of the 3 customers’ were at the meeting. They discussed help with the sewer portion of the bill. Adjustments are done on a case-by-case basis. They state the cause of the high bill and steps taken to correct it. Alderman DeBolt reported that his committee agreed that there should remain no parking on Rock Street. This street is a collector street, a safe passage to school, and a passage for farmers from Ben Street to Hale Street to avoid using Route 34. A meeting was called for September 20, 2023 at 6:00 p.m. to discuss the amended budget.

ADJOURNMENT:

A motion was made by Alderman Williams, seconded by Alderman Swoboda, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:34 p.m.
