City of Plano City Council met Nov. 13.

The regular meeting of the Plano City Council was called to order on Monday, November 13, 2023 by Mayor Michael Rennels in the Council Room at City Hall. The Mayor asked that all present take a moment of silence in remembrance of Sergeant Baxa and his family with the passing of their daughter Madison, and for the family of Police and Fire Commission member Jennifer Jackson. Then, Mayor Rennels led the Pledge of Allegiance to the Flag.

MINUTES:
A motion was made by Alderman Williams, seconded by Alderman Johns, to approve the minutes of the regular meeting on October 23, 2023. A unanimous “Aye” voice vote was heard. The motion passed. AGENDA:
A motion was made by Alderman Williams, seconded by Alderman Swoboda, to approve the agenda for the regular meeting of November 13, 2023. A unanimous “Aye” voice vote was heard. The motion passed. WARRANTS:
A motion was made by Alderman Wickens, seconded by Alderman Johns, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated October 25, 2023 in the amount of $127,486.20.

Motion passed.
A motion was made by Alderman Wickens, seconded by Alderman Williams, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated November 13, 2023 in the amount of $473,780.84.

MAYOR’S REPORT: Michael Rennels
Mayor Rennels said this is the last council meeting for Senior Accountant Ron Vander Band. Ron is retiring on November 22, 2023, with more than 20 years of service to the City of Plano. Mayor told of various accomplishments Ron has done and earned through his work with the Illinois Municipal Treasurers Association and the Association of Public Treasurers of the United States and Canada. Mayor Rennels said Ron is an invaluable resource to the City.

Carin asked that any agenda items for the November 27, 2023 Council and COW meeting agendas be turned in by November 21, 2023 at noon. The meetings’ packets will be finalized and distributed on November 22, 2023.
CITY TREASURER: Zoila Gomez
Zoila congratulated Ron Vander Band on his upcoming retirement. He has always been helpful and has been very instrumental to the City of Plano.
The September 2023 Treasurer’s report for all funds is in the amount of $12,612,409.39. The total disbursements for September 2023 were in the amount of $1,672,522.65.
The September 2023 Revenue and Expenditure report is attached.
POLICE CHIEF’S REPORT: Chief Whowell-Absent
DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: D. Boyer, J. Beyer, K. Tisberger
Darrin reported that the mixer project is almost complete and right on budget. The turbo blower should be here by the end of the month. It has been delayed by one month.
Josh said the Hale Street/Sandy Lane project and the Main Street water tower project are both done. Karl said the 2023 sidewalk project is done and was under budget. The leaf program is underway. He asked that residents not park in front of the leaf piles. If they do, the leaves will not be able to be picked up. He said that we have the new dump truck.
BUILDING, PLANNING & ZONING: Jeff Sobotka-Nothing
COMMITTEE REPORTS:
ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner
Alderman Mulliner’s committee had a meeting on October 25, 2023 at 6:00 p.m. to discuss the mobile food truck vendors ordinance. He said there will be a final review by this committee. Afterwards, Attorney Thomas and City staff can review it. Alderman Mulliner said he will miss Senior Accountant Ron Vander Band and Ron has done a great deal of work for the City.
BUILDINGS, GROUNDS AND ZONING: Alderman Williams
Alderman Williams echoed Alderman Mulliner’s sentiments to Ron Vander Band. He stated Ron has taught him a lot and he will miss him. He said Ron has been a great asset to the City. Alderman Williams said this committee met on November 7, 2023 to discuss the chicken ordinance that is on the COW agenda tonight. They also had a first reading on a solar ordinance.
COMMUNITY DEVELOPMENT: Alderman Fawver-Absent
FINANCE: Alderman Wickens
Alderman Wickens called a meeting for November 27, 2023 at 5:15 p.m.
PARKS: Alderman Johns
Alderman Johns said the six new park benches are here. Two benches will go to Steward Park, two to Trimberger Park, and 1 to Foli park which was donated by the Smith family. The volleyball net at Foli Park is down, but the disc golf baskets will be left up aslong asthey can. The Dog Park will be open as much as possible. The Foli Park trout stock delivery is in route.
PERSONNEL & INSURANCE: Alderman Swoboda
Alderman Swoboda said this committee met on October 30, 2023 to swear in Anthony Joutras as a Sergeant with our Police Department. They are in round two for the City Administrator interviews. He said Ron Vander Band is a valued employee. He stated the Council showed wisdom and initiative to bring someone in to learn from Ron and to be able to fill his shoes upon his retirement.
SPECIAL EVENTS: Alderman Nadeau
Alderman Nadeau thanked Ron Vander Band for mentoring her role as an Alderman, talking City business, and his assistance. She said Ron is a genuinely nice person and character.
STREETS & UTILITIES: Alderman DeBolt-Absent
CITIZEN’S COMMENTS:
Matt Jackson said his wife passed away last Saturday. He said the City turned into a village and loved on his family. He said businesses got together to make events and the time go smoothly. He stated the City has phenomenal workers and the community has helped his family. He was thankful and appreciated the outpouring of paying respects for his wife Jennifer.

A motion was made by Alderman Swoboda, seconded by Alderman Williams, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:21 p.m.
