City of Plano City Council met Jan. 22.

Here is the agenda provided by the council:

The regular meeting of the Plano City Council was called to order on Monday, January 22, 2024 by Mayor Michael Rennels in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag. Roll Call:

MINUTES:

A motion was made by Alderman Swoboda, seconded by Alderman Nadeau, to approve the minutes of the regular meeting on January 8, 2024. A unanimous “Aye” voice vote was heard. The motion passed.

AGENDA:

A motion was made by Alderman Swoboda, seconded by Alderman Nadeau, to approve the agenda for the regular meeting of January 22, 2024. A unanimous “Aye” voice vote was heard. The motion passed.

WARRANTS:

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated January 22, 2024 in the amount of $161,124.68.

Voting “Nay”:

Absent: DeBolt, Williams

Motion passed.

WAGE REPORT:

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per the wage report dated November 2023 in the amount of $358,749.55.

Voting “Aye”: Wickens, Fawver, Johns, Mulliner, Nadeau, Swoboda

Voting “Nay”:

Absent: DeBolt, Williams

Motion passed.

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per the wage report dated December 2023 in the amount of $383,034.29.

Voting “Aye”: Wickens, Fawver, Johns, Mulliner, Nadeau, Swoboda

Voting “Nay”:

Absent: DeBolt, Williams

Motion passed.

INTRODUCTION OF GUESTS:

Guests and members of the press were welcomed by Mayor Rennels.

CITIZENS’ COMMENTS:

Matt Jackson asked Mayor Rennels if it would be possible to have the Police Officers in attendance introduce themselves.

MAYOR’S REPORT: Michael Rennels

A motion was made by Alderman Nadeau, seconded by Alderman Johns, to approve waiving St. Mary’s Parish’s special event liquor license fee for their event on February 10, 2024. Alderman Nadeau said St. Mary’s is the only Catholic school in Kendall County, and the only private school in Plano. They charge tuition to run the school and have fundraisers for the school. This event is for the school community and supporters, and is a family friendly event.

Motion passed.

Mayor Rennels stated that the City received an Illinois EPA grant award for $40,000.00. It will be used towards the lead pipe inventory.

A motion was made by Alderman Mulliner, seconded by Alderman Swoboda, to confirm hiring by the Police Commission of David Svehla as a full time police officer, at a salary of $78,593.21, effective February 5, 2024, and authorize the Mayor to sign the certificate of hire.

Attorney Thomas swore in the new police officer.

CITY ADMINISTRATOR’S REPORT: Martin Shanahan

Marty said the staff has been very welcoming and friendly. He stated the City has a great team working here.

PLANO CHAMBER OF COMMERCE: Tiffany Forristall

Tiffany said the Chamber has an event tomorrow from 11:00 a.m.-12:30 p.m., at 2 Partners Restaurant, called The State of Plano Police with Interim Chief Allison. Saturday, January 27, 2024 is a business knockdown bowling event at Hometown Lanes in Plano. On February 1, 2024, Dempsey Dodge in Plano is the site for an after hours event with Plano and Yorkville Chambers of Commerce.

CITY ATTORNEY’S REPORT: William Thomas

Ordinance 2024-02-Sale or scrapping of Police squad 8

A motion was made by Alderman Fawver, seconded by Alderman Nadeau, to approve an ordinance authorizing the sale or scrapping of personal property-Police squad 8. Attorney Thomas said this is a 2014 Ford Taurus that will not start even with a new battery. This vehicle has been stripped of usable parts that have gone into the squad 8 SUV. Roll Call:

Ordinance 2024-03-Decrease the number of Class G-1 liquor licenses

A motion was made by Alderman Johns, seconded by Alderman Nadeau, to approve an ordinance amending Title 3 Chapter 2 Section 3-2-7 of the code of ordinances to decrease the number of Class G-1 liquor licenses from 6 to 5 (Tin Roof Trading Co.-Alanas Gaming).

Ordinance 2024-Decrease the number of Class E liquor licenses

Attorney Thomas said that this proposed ordinance would be tabled for tonight’s meeting because of the next proposed ordinance on the agenda.

Ordinance 2024-Increase the number of Class G-1 liquor licenses

A motion was made by Alderman Fawver, there was no second, so the motion died for lack of a second. Attorney Thomas said that the Ace Kitchen LLC D/B/A Six19 Kitchen + Bar sale and purchase to Vyomesh Desai has not been consummated. This liquor license would have come with an effective date to be determined based on the sale of the business.

CITY CLERK’S REPORT: Carin Martin, Deputy Clerk-nothing

CITY TREASURER’S REPORT: Zoila Gomez

The November 2023 Treasurer’s report for all funds is in the amount of $12,800,976.69. The total disbursements for November 2023 were in the amount of $931,873.11.

POLICE CHIEF’S REPORT: Norm Allison

Interim Chief Allison said that Sergeant Barks is retiring on February 1, 2024. Sgt. Barks started in 2000. Chief Allison congratulated Sgt. Barks on his long career.

Chief Allison stated that with hiring Officer David Svehla tonight and Sgt. Barks retiring, the Police Department will have 24 out of 26 sworn officers positions filled.

PUBLIC WORKS REPORT: D. Boyer, J. Beyer, K. Tisberger

A motion was made by Alderman Swoboda, seconded by Alderman Nadeau, to approve the proposal from Flow Technics, Inc., for ABS pumps, for an amount not to exceed $15,833.00. Darrin Boyer said this is at the Walmart lift station. They have had 6 high level alarms in the last 1 ½ months. The existing 2 year old pumps are not able to keep up even though they are working and functioning well. By having these 2 new ABS pumps, there will be a 43-44% increase, which is pretty significant.

Darrin said they have taken delivery of the new turbo blower today, and it will be running in the next 3 weeks.

Karl Tisberger said that winter has arrived, making it a brutal month. He recognized the other department staff who show up and work long hours. Karl expressed thankfulness for the support of the Mayor, Council, Chief Allison with the Police Department getting cars moved, and Marty for helping with mailbox issues. Karl said the new CAT loader should be delivered this month hopefully.

Mayor Rennels read a card from Virgil Hyte thanking the City Crew for an outstanding job this winter.

DIRECTOR OF BUILDING, PLANNING & ZONING’S REPORT: Jeff Sobotka-nothing

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

Alderman Mulliner called a meeting for February 1, 2024 at 6:30 p.m. The last meeting was canceled for lack of a quorum. He congratulated the Public Works for their work on the city streets.

BUILDINGS, GROUNDS AND ZONING: Alderman Williams-absent

Alderman Fawver said at last Tuesday’s meeting, they made it through the first section of the solar ordinance. He canceled the meeting on January 24, 2024, and rescheduled it for February 6, 2024 at 6:00 p.m.

COMMUNITY DEVELOPMENT: Alderman Fawver-nothing

FINANCE: Alderman Wickens

Alderman Wickens called a meeting for February 12, 2024 at 5:15 p.m.

PARKS: Alderman Johns

Alderman Johns called a meeting for February 6, 2024 at 5:30 p.m.

PERSONNEL & INSURANCE: Alderman Swoboda

Alderman Swoboda said they received insurance information that will be discussed tonight.

SPECIAL EVENTS: Alderman Nadeau

Alderman Nadeau was thankful for tonight’s approval to waive the special event liquor license fee for St. Mary’s event. She thanked the City Crews for all they do.

STREETS & UTILITIES: Alderman DeBolt-absent

Alderman Mulliner said they would talk about parking on streets at a follow up meeting.

CITIZENS’ COMMENTS:

Neal Veen thanked the City for the great job cleaning the roads. He asked if there is a way to mark where school bus stops are so they are not blocked by snow piles. He said the sidewalks and storm drains get blocked, and it is notsafe for kidsto stand in the street waiting for the bus due to sidewalks being blocked. He suggested possibly using the flags like ones used to mark where fire hydrants are. This could make safe areas for kids so they do not have to be in the streets.

Keith Riddle agreed with Neal about the snow and it is important for the kids crossings to be cleared. He said it would be nice if people would shovel their sidewalks. Keith said tomorrow there is a life line health screening event at his place, The Venue, from 8:00 a.m-5:00 p.m. More details are on The Venue’s Facebook page.

A motion was made by Alderman Fawver, seconded by Alderman Nadeau, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:40 p.m.
