City of Plano City Council met April 22.

Here are the minutes provided by the council:

A motion was made by Alderman Mulliner, seconded by Alderman Johns, to open the Public Hearing for the FY ’25 Original Budget, at 6:00 p.m. A unanimous “Aye” voice vote was heard. The motion passed. There were no comments made during this public hearing.

A motion was made by Alderman Nadeau, seconded by Alderman DeBolt, to close the Public Hearing for the FY ’25 Original Budget, at 6:03 p.m. A unanimous “Aye” voice vote was heard. The motion passed. The regular meeting of the Plano City Council was called to order on Monday, April 22, 2024, at 6:03 p.m., by Mayor Michael Rennels in the Council Room at City Hall. Mayor Rennels led the Pledge of Allegiance to the Flag.

MINUTES:

A motion was made by Alderman Wickens, seconded by Alderman Swoboda, to approve the minutes of the regular meeting on April 8, 2024. A unanimous “Aye” voice vote was heard. The motion passed. AGENDA:

A motion was made by Alderman Swoboda, seconded by Alderman Nadeau, to approve the agenda for the regular meeting of April 22, 2024. A unanimous “Aye” voice vote was heard. The motion passed. WARRANTS:

A motion was made by Alderman Wickens, seconded by Alderman Johns, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated April 15, 2024 in the amount of $342.00.

Voting “Nay”:

Absent: Fawver, Williams

Motion passed.

A motion was made by Alderman Wickens, seconded by Alderman DeBolt, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated April 22, 2024 in the amount of $167,910.37.

WAGE REPORT:

A motion was made by Alderman Wickens, seconded by Alderman DeBolt, to approve the wage report dated March 2024 in the amount of $357,797.30.

MAYOR’S REPORT: Michael Rennels

Mayor Rennels read a proclamation for Motorcycle Awareness Month, which is May of 2024. Mayor Rennels gave a summary of an event that happened on Christmas Eve 1955. Howard Hatcher found a deceased baby on his property. Alderman Wickens said this was her grandfather, and she continued the story. The baby has never been identified. There will be a service for the unknown baby girl at the Little Rock Township cemetery tomorrow, April 23rd, at 10:30 a.m.

CITY ADMINISTRATOR’S REPORT: Martin Shanahan Jr.

Marty said he and Mayor Rennels went to the Illinois Municipal League Lobby Day on April 17, 2024. They heard presentations and received a large package of information. They heard a lot of discussions, including ones on the elimination of the grocery tax for municipalities and on crime free housing. He said that Mayor Rennels was able to talk to a Senate Staffer for 15 minutes, which is a long time to talk to a staffer. Marty said they were busy but it was very informative.

PLANO CHAMBER OF COMMERCE: Tiffany Forristall

Tiffany said they have a big event this coming weekend downtown Plano, for the 2nd annual Derby Pub Crawl from 2:00-6:00 p.m. There was a ribbon cutting this afternoon for Cielo Tacos which just opened. They have begun planning for their June 27, 2024 Caddy Shack event.

CITY ATTORNEY’S REPORT: William Thomas

Ordinance #2024-18: An ordinance to increase the water and sewer rates

A motion was made by Alderman Swoboda, seconded by Alderman DeBolt, to approve an ordinance amending Title 7 Chapter 4 Section 7-4-1 of the Code of Ordinances of the City of Plano rates and charges for use of combined waterworks and sewerage system. Attorney Thomas said this ordinance lays out some history of the water and sewer rates, starting in 2011. This rate increase will commence on May 1, 2024. Alderman Johns said he was not at the last meeting, but the city has done a good job with receiving $528,000 in grants and other money. He is glad that these rates are being looked at from year to year, and wanted to have a 7% increase in the water rate and 3% in the sewer.

Alderman Wickens asked a few questions. She asked if this will be reviewed once a year. Mayor Rennels said yes. She asked if the seniors’ bills would not be changing, and Mayor said no, they will not change. She also asked about the increase percentages. Mayor said last year was a 10% increase for both water and sewer, but this year, the water funds need more help. This is the reason the water rate increase is higher than the sewer. Both the water and sewer funds are their own entities, not supported by tax money, but by fees on the utility bill. The fees collected go towards operations of these two systems.

Alderman Nadeau said she really appreciated reviewing these rates yearly. She said she thinks it is important for citizens to know why there are reviewing these also.

Ordinance #2024-19: An ordinance for the FY ’25 Original Budget

A motion was made by Alderman Mulliner, seconded by Alderman Swoboda, to approve an ordinance adopting the budget for all corporate purposes of the City of Plano, Kendall County, Illinois, in lieu of appropriations ordinance, for the fiscal year commencing on the 1st day of May, A.D., 2024, and ending on the 30th day of April, A.D., 2025

Voting “Nay”:

Ordinance #2024-20: An ordinance to increase Class G liquor licenses

A motion was made by Alderman Johns, seconded by Alderman Mulliner, to approve an ordinance amending Title 3 Chapter 2 Section 3-2-7 of the Code of Ordinances of the City of Plano, to increase the number of Class G liquor licenses from 2 to 3 (Ivana’s Café).

Resolution #2024-06: A resolution for the 2024 Non-MFT Road Program

A motion was made by Alderman DeBolt, seconded by Alderman Nadeau, to approve a resolution approving and authorizing the execution of a professional services agreement by and between the City of Plano and HR Green, Inc. for the 2024 Non-MFT Road Program, for an amount not to exceed $54,022.57. Karl Tisberger said at the last meeting, there was a question about Exhibit B. Karl said that Exhibit B is included in Exhibit A, but is also on its own page to show the break downs for visits, engineering, and construction.

CITY CLERK’S REPORT: Carin Martin, Deputy Clerk

The sales and related taxes for February 2024 were in the amount of $211,285.05.

The current MFT unobligated balance for February 2024 is in the amount of $1,781,689.23.

CITY TREASURER’S REPORT: Zoila Gomez

The February 2024 Treasurer’s report for all funds is in the amount of $11,954,096.48. The total disbursements for February 2024 were in the amount of $1,212,286.07.

The February 2024 Revenue and Expenditure report was attached.

Zoila thanked the Department Heads, Aldermen, Mayor Rennels, and Marty Shanahan for their help with the budget and approving it tonight.

POLICE CHIEF’S REPORT: Norm Allison-nothing

PUBLIC WORKS REPORT: D. Boyer-absent, J. Beyer-absent, K. Tisberger

Marty Shanahan said he will be talking about a sewer repair at 317 W. Dearborn during tonight’s COW meeting.

DIRECTOR OF BUILDING, PLANNING & ZONING’S REPORT: Jeff Sobotka

Jeff gave an update from the Plan Commission. There was a special use petition turned in, but was not heard at the April 15, 2024 meeting, because the petitioner was not ready. Hopefully, this will be heard at the June 2024 Plan Commission meeting.

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner-nothing

BUILDINGS, GROUNDS AND ZONING: Alderman Williams-absent

COMMUNITY DEVELOPMENT: Alderman Fawver-absent

FINANCE: Alderman Wickens

Alderman Wickens called a meeting for May 13, 2024 at 5:15 p.m.

PARKS: Alderman Johns

Alderman Johns gave an update on the city’s parks. He said the Plano Middle School has requested use of Foli Park on September 5th and 25th. On June 15, 2024, there will be a fishing day at Foli Park, from 9:00 a.m.-1:00 p.m. This is a free fishing day, with poles and bait available.

SPECIAL EVENTS: Alderman Nadeau-nothing

STREETS & UTILITIES: Alderman DeBolt

Alderman DeBolt congratulated the Reapers Track team for being ranked 8th in the state. He said they are doing well, and his son is the coach of both the track and cross-country teams.
