City of Plano City Council met May 28.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order on Tuesday, May 28, 2024, at 6:00 p.m., by Mayor Micheal Rennels in the Council Room at City Hall. Mayor Rennels led the Pledge of Allegiance to the Flag.

There was a quorum.

MINUTES:

A motion was made by Alderman DeBolt, seconded by Alderman Nadeau, to approve the minutes of the regular meeting on May 13, 2024. A unanimous “Aye” voice vote was heard. The motion passed. AGENDA:

A motion was made by Alderman DeBolt, seconded by Alderman Nadeau, to approve the agenda for the regular meeting of May 28, 2024. A unanimous “Aye” voice vote was heard. The motion passed. WARRANTS:

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated May 28, 2024 in the amount of $533,812.79.

Voting “Nay”:

Absent: Williams

Motion passed.

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated May 29, 2024 in the amount of $134,898.59.

Voting “Aye”: Wickens, Fawver, DeBolt, Johns, Mulliner, Nadeau, Swoboda

Voting “Nay”:

Absent: Williams

Motion passed.

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated May 30, 2024 in the amount of $112.00.

Voting “Nay”:

Motion passed.

WAGE REPORT:

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to approve the wage report dated April 2024 in the amount of $364,969.07.

MAYOR’S REPORT: Mayor Rennels-nothing

CITY ADMINISTRATOR’S REPORT: Martin Shanahan Jr.

Marty stated that previously an agreement was made with Teska Associates, Inc. for a comprehensive plan update. He also said there will be a new hire for the Water Department, which is a budgeted position. PLANO CHAMBER OF COMMERCE:

Tiffany Forristall presented the City’s 2024 membership certificate. She listed several events that have or will be happening. She said there was a great turn out for the Mayor’s presentation about the State of the City. There will be a Waubonsee Community College event with Plano and Sandwich’s Chambers. There is a golf outing on Thursday, June 27, 2024. The Plano Rotary is having a 50/50 drawing on July 7, 2024 along with the parade. The money raised goes towards scholarships.

CITY ATTORNEY’S REPORT: William Thomas

Ordinance #2024-25: An ordinance creating the Deputy Chief of Police position

A motion was made by Alderman DeBolt, seconded by Alderman Nadeau, to approve an ordinance amending Title 9 Chapter 1 Section 3 of the Code of Ordinances of the City of Plano text amendment creating the position of Deputy Chief. Attorney Thomas said per Marty’s memo, that the Deputy Chief position is being added, taking away the Lieutenant and Corporal positions. The Deputy Chief position will replace the Lieutenant position and be appointed by the Chief of Police.

Resolution #2024-08: A resolution for a contract with Performance Pipeline Inc. for the sanitary sewer lining project

A motion was made by Alderman DeBolt, seconded by Alderman Swoboda, for a resolution approving and authorizing the execution of a contract with Performance Pipeline Inc. in the amount of $124,183.50 re: ≈ 2,707’ of sanitary sewer lining.

Resolution #2024-09: A resolution to purchase a zero-turn mower from DeKane Equipment Corporation

A motion was made by Alderman DeBolt, seconded by Alderman Fawver, for a resolution approving and authorizing the execution of an agreement by and between the City of Plano and DeKane Equipment Corporation. Attorney Thomas said per Marty’s memo, this is to purchase a zero-turn mower with funds in the current fiscal year budget. He said DeKane Equipment Corporation’s machine best suits the City’s needs. This is for an amount not to exceed $20,000.00 with no trade-in.

CITY CLERK’S REPORT: Carin Martin, Deputy Clerk

The sales and related taxes for March 2024 are in the amount of $190,018.61.

The current MFT unobligated balance for March 2024 is in the amount of $1,820,405.00. CITY TREASURER’S REPORT: Zoila Gomez

Lauterbach and Amen will be conducting the FY ’24 audit on July 8-10, 2024.

Zoila gave a summary of the Police Pension annual report for FY ’24.

POLICE CHIEF’S REPORT: Norm Allison

A motion was made by Alderman Swoboda, seconded by Alderman DeBolt, to approve the appointment of Herbert Gene Morton as Deputy Chief of Police, at a salary of $126,000.00, effective May 1, 2024. Norm said creating and implementing this rank will better the Department. He stated one of the traits this individual has to have is integrity beyond reproach.

Attorney Thomas swore in the New Deputy Chief of Police Morton.

Deputy Chief Morton thanked everyone. He said he has been with the Department for 20 years and never thought he would reach this position. He greatly appreciated all who were in attendance and who have supported him. He is super excited to take this rank and work with Norm.

PUBLIC WORKS REPORT: D. Boyer-absent, J. Beyer-absent, K. Tisberger

Karl said the Road Project bid opening is June 20, 2024. He said sidewalk grinding should start in about two weeks.

DIRECTOR OF BUILDING, PLANNING & ZONING’S REPORT: Jeff Sobotka

Jeff said that next week, on June 3, 2024, the Plan Commission will be having a public hearing during their meeting regarding the solar ordinance. Mayor Rennels said they will be reviewing Plano’s solar ordinance because it is changing zoning in the city code, which is why it is with the Plan Commission. COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner-nothing

BUILDINGS, GROUNDS AND ZONING: Alderman Williams-absent

COMMUNITY DEVELOPMENT: Alderman Fawver-nothing

FINANCE: Alderman Wickens

Alderman Wickens called a meeting for June 10, 2024 at 5:15 p.m.

PARKS: Alderman Johns

Aldermen Johns said the Foli Park Kids Fishing Day is June 15, 2024, from 9:00 a.m.-1:00 p.m.

PERSONNEL & INSURANCE: Alderman Swoboda

Alderman Swoboda said that all three collective bargaining units are in the negotiation process. SPECIAL EVENTS: Alderman Nadeau

A motion was made by Alderman Nadeau, seconded by Alderman Wickens, to approve in-kind services for the 2024 Juneteenth event. Alderman Nadeau said they are requesting barricades, police presence, water for vendors, stage electricity as available, waste services, and orange fencing around the space. This event is June 15, 2024, by the Emily G. Johns School.

Alderman Nadeau and Mayor Rennels talked about Music in the Park. This will start June 5, 2024, and run every Wednesday night from 6:00-8:00 p.m. There will be food vendors there, and people are encouraged to bring their own chairs and/or blankets for seating.

STREETS & UTILITIES: Alderman DeBolt

Alderman DeBolt said the new hire for the Water Department is in the budget currently. He said Del Noss is retiring in November. This new hire would have training for doing locates and other duties. Alderman DeBolt said Well 9 has been pulled. It needs a lot of work done to it in order for it to be put back in service.

A motion was made by Alderman DeBolt, seconded by Alderman Wickens, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:32 p.m.
