City of Plano City Council met June 10.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order on Monday, June 10, 2024, at 6:00 p.m., by Mayor Michael Rennels in the Council Room at City Hall. Mayor Rennels led the Pledge of Allegiance to the Flag.

MINUTES:

A motion was made by Alderman Williams, seconded by Alderman Nadeau, to approve the minutes of the regular meeting on May 28, 2024. A unanimous “Aye” voice vote was heard. The motion passed. AGENDA:

A motion was made by Alderman Williams, seconded by Alderman Swoboda, to approve the agenda for the regular meeting of June 10, 2024. A unanimous “Aye” voice vote was heard. The motion passed. WARRANTS:

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated June 10, 2024 in the amount of $192,516.01.

Motion passed.

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated June 11, 2024 in the amount of $1,342.57.

MAYOR’S REPORT: Mayor Rennels

Mayor Rennels recognized employees who have worked for the City for five years. They are Brandon Miller, Tammy Snyder, and Moises Villa. Tammy was presented her five-year plaque by Mayor Rennels. Brandon and Moises will be presented theirs awards at the next opportunity.

CITY ADMINISTRATOR’S REPORT: Martin Shanahan Jr.

Marty said the City has great employees, and congratulated those receiving their 5-year awards.

CITY ATTORNEY’S REPORT: William Thomas-absent Attorney Sam Tornatore was here tonight. Ordinance #2024- 26: An ordinance to approve the Plan Commission to elect their own Vice Chair A motion was made by Alderman Mulliner, seconded by Alderman Williams, to approve an ordinance amending Title 2 Chapter 1 Section 3, Subsection A, Officers, of the Code of Ordinances of the City of Plano, text amendment for the combined Plan Commission and Zoning Board of Appeals to elect a Vice Chair. Alderman Wickens asked what isthe advantage to the City for doing this change. Mayor Rennelssaid the Plan Commission knows its members better than he does. He said this would be an annual election. Alderman Nadeau said she is in favor of this and it is a great change. She said it will empower the Plan Commission to do what it does best. Roll Call:

Resolution #2024-10: A resolution to approve a contract with Layne Christensen Company for Well 9 maintenance

A motion was made by Alderman Swoboda, seconded by Alderman Mulliner, for a resolution approving and authorizing the execution of an agreement with Layne Christensen Company, in an amount not to exceed $97,200.00, for Well 9 maintenance. Mayor Rennels said Well 9 was slated for maintenance this year. He said there were noises in the motor and bearings going out, so this is good timing. The maintenance is already budgeted for also.

Resolution #2024-11: A resolution to purchase a 2024 F-250 truck from Gjovik Ford, Inc. A motion was made by Alderman Williams,seconded by Alderman Swoboda, for a resolution to purchase a 2024 F-250 SD regular cab 8’ box truck from Gjovik Ford, Inc., in an amount notto exceed $72,000.00. Alderman Wickens asked where this truck will go to. Karl said it will go to the Street Department, replacing a 2013 truck. He said there is no trade in yet, and he is hoping to get the new truck by September. The cost for this new truck is going to be under $70,000.00.

CITY CLERK’S REPORT: Carin Martin, Deputy Clerk-nothing

CITY TREASURER’S REPORT: Zoila Gomez-absent-nothing

POLICE CHIEF’S REPORT: Norm Allison

Chief Allison said on June 28, 2024, members from the Police Department and Fire Department are meeting at the Plano Library. Children can come to read with officers from both departments and then there will be a touch a truck afterwards.

Norm gave two more updates. He said there is an officer being trained to inspect car seats for safety and being installed correctly. In addition, they are applying for a second grant for more tasers for the department.

PUBLIC WORKS REPORT: D. Boyer-absent, J. Beyer-absent, K. Tisberger

Karl said today they started the second brush pick up for this season. He said spray patching will start soon. There is a bid opening on June 20, 2024 for street repairs.

A motion was made by Alderman DeBolt, seconded by Alderman Williams, to approve hiring Rick Hamrick as a Locator III in the Water Department, at $22.00 an hour, with a start date of July 1, 2024. Marty Shanahan said he and Josh Beyer interviewed Rick, who has locator experience. Alderman Wickens asked what is a locator. Mayor Rennels said it is a Julie thing where they mark utilities. He said Del Noss does this and is retiring. They are happy to add Rick to Josh’s crew.

DIRECTOR OF BUILDING, PLANNING & ZONING’S REPORT: Jeff Sobotka

Jeff said on Monday, June 3, 2024, there was a public hearing on a text amendment for a draft solar ordinance. This will be continued to their next meeting on Monday, July 1, 2024.

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner-nothing

BUILDINGS, GROUNDS AND ZONING: Alderman Williams-nothing

COMMUNITY DEVELOPMENT: Alderman Fawver-nothing

FINANCE: Alderman Wickens

Alderman Wickens called a meeting for June 24, 2024 at 5:15 p.m.

PARKS: Alderman Johns

Aldermen Johns explained the pictures he had passed out to Council members. There is one with a pole in it, showing poles that were installed and security lights added for the parking lot. The remaining pictures show a playground playset that Marty found in Aurora for free and is in great shape. There are four parks the committee is considering for it to go to. Tommy said the Foli Park kids fishing day is Saturday, June 15, 2024, from 9:00 a.m.-1:00 p.m. He would like to talk with Karl about installing bike racks in city parks.

Alderman Johns called a meeting for June 25, 2024, at 5:30 p.m.

PERSONNEL & INSURANCE: Alderman Swoboda-nothing

SPECIAL EVENTS: Alderman Nadeau

Alderman Nadeau gave an update about some upcoming special events. She stated Saturday, June 15, 2024 is the Juneteenth festival. She said Midweek Music started last Wednesday, from 6:00-8:00 p.m. This week, Back Seat Driver will be performing. She said the Chamber of Commerce is having a Color Run on August 3, 2024. The new Special Events policy is on the city’s website. It added the City Administrator’s signature and has an updated date of revision. The city will have fireworks on July 7, 2024, at the Plano High School football stadium. There will be an Independence Day parade downtown and a fun fair from 11:00 a.m.- 4:00 p.m., in the grassy area by the Police Department.

CITIZENS’ COMMENTS:

Barb Petry said she is grateful we are a smallville not a potterville. She thanked the city for the patriotism fostered with Flag Day coming up, and gave a little history about it.

Keith Riddle said the parking lot behind his business The Venue, is gravel. He said part of the parking lot has been blacktopped. He said the Center Street entrance is horrible, has a cracked sidewalk, and is gravelly. He asked if it can be repaired and beautified a little bit.

A motion was made by Alderman Fawver, seconded by Alderman Nadeau, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:32 p.m.
