City of Plano City Council met April 14.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order on Monday, April 14, 2025, at 6:00 p.m., by Deputy Clerk Carin Martin in the Council Room at City Hall. The Deputy Clerk led the Pledge of Allegiance to the Flag.

There was a quorum.

A motion was made by Alderman Johns, seconded by Alderman DeBolt, to appoint Alderman Mulliner as Mayor Pro-Tem for tonight’s meetings. Mayor Rennels was unable to attend tonight.

MINUTES:

A motion was made by Alderman Johns, seconded by Alderman DeBolt, to approve the minutes of the regular meeting on March 24, 2025. A unanimous “Aye” voice vote was heard. The motion passed. AGENDA:

A motion was made by Alderman Swoboda, seconded by Alderman Nadeau, to approve the agenda for the regular meeting of April 14, 2025. A unanimous “Aye” voice vote was heard. The motion passed. WARRANTS:

A motion was made by Alderman Fawver, seconded by Alderman DeBolt, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated March 26, 2025 in the amount of $138,528.21.

A motion was made by Alderman Fawver, seconded by Alderman DeBolt, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated March 27, 2025 in the amount of $1,260.16.

Alderman Wickens joined the meeting at 6:08 p.m.

WAGE REPORT:

A motion was made by Alderman Fawver, seconded by Alderman DeBolt, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay the wage report dated February 2025 in the amount of $350,362.35.

INTRODUCTION OF GUESTS:

Guests and members of the press were welcomed by Mayor Pro-Tem Mulliner.

Michael Welz from the Plano Community Garden said the community garden was started in 2009, and serves Kendall County. Last year, they donated 13,636 pounds of food to the Kendall County Food Pantry. He asked if the City will donate water, garbage, and tilling servicesthis year. Thisrequest will be on the next Council meeting agenda.

MAYOR’S REPORT:

Discuss Open Roads ABATE raffle license application-This item was not discussed.

CITY ADMINISTRATOR’S REPORT: Martin Shanahan Jr.

City Administrator Shanahan said the Open Roads ABATE raffle license is not until October 4th, 2025, so there is no rush to discuss it tonight. He also said there is a Façade Improvement Grant application on tonight’s agenda for Ivana’s Café at 4 W. Main Street. If this is approved, there will still be money available for other applicants.

Ordinance #2025-06 An ordinance to approve a Class A liquor license for Planet Pizza LLC A motion was made by Alderman Swoboda, seconded by Alderman Nadeau, to approve an ordinance amending Title 3 Chapter 2 Section 3-2-7 of the Code of Ordinances of the City of Plano increasing the number of Class A liquor licenses from 3 to 4 (Planet Pizza LLC).

Resolution #2025-17 A resolution for a contract with Trotter and Associates

A motion was made by Alderman DeBolt, seconded by Alderman Nadeau, to approve a resolution approving and authorizing the execution of a contract with Trotter and Associates, Inc. in an amount not to exceed $36,612.00 for building a plant model and evaluation of current digester conditions. Attorney Thomas said this will allow an evaluation of the current treatment process, indicate and fix any inefficiencies, and determine if there is enough room to meet the necessary retention space.

Resolution #2025-18 A resolution for a Patrol MOU

A motion was made by Alderman Swoboda, seconded by Alderman Nadeau, to approve a resolution to approve and authorize the execution of a Patrol Memorandum of Understanding by and between the City of Plano and the Illinois Fraternal Order of Police. Attorney Thomas said if passed, this will be in effect until April 20, 2028. This will allow Patrol Officers to stay on the same shift indefinitely with management agreement. Alderman Swoboda said this is a move in the right direction, and helps create a healthy work-life balance.

Resolution #2025-19 A resolution for a Sergeants MOU

A motion was made by Alderman Swoboda, seconded by Alderman Nadeau, to approve a resolution to approve and authorize the execution of a Sergeants Memorandum of Understanding by and between the City of Plano and the Illinois Fraternal Order of Police. Attorney Thomas said if passed, this will be in effect until April 20, 2028. There was a Scribner error in this MOU, and by passing thisresolution tonight, it will be corrected (Sergeants rotate shifts annually instead of having the same shift two years in a row).

Alderman Nadeau agrees with the Patrol MOU as a person’s body clock adjusts to the shift you work. She does not understand why the Sergeants should change every year. Chief Allison said in 2018 when they changed to 12-hour shifts, Sergeant shifts were changed annually. These shifts have different duties depending which shift they are working. Alderman Nadeau asked if this helps them do any job day or night, and Chief Allison said yes.

Alderman DeBolt asked how a new Sergeant would get experience. Chief Allison said they would rotate shifts like the current Sergeants do. Alderman Swoboda asked if the Sergeants agree with this rotation. Chief Allison said they have been doing this since 2018.

Resolution #2025-20 A resolution for an agreement with HR Green for a water model creation and analysis

A motion was made by Alderman DeBolt, seconded by Alderman Swoboda, to approve a resolution to approve and authorize the execution of a professional services agreement with HR Green in an amount not to exceed $29,850.00 for a City of Plano water model creation and analysis. Attorney Thomas said this is the land that was annexed into Plano and subsequently bought by Microsoft. This agreement is to plan, design, and construct the sewer and road expansions. The City will be reimbursed for the hydraulic model. Mayor Pro-Tem Mulliner asked if Microsoft will pay for this in the development agreement. City Administrator Shanahan said yes, but only the water portion.

Resolution #2025-21 A resolution for a façade improvement grant for Ms. Iwona Wyszynski A motion was made by Alderman Fawver, seconded by Alderman DeBolt, to approve a resolution authorizing execution of a Façade Improvement Grant Agreement, Ms. Iwona Wyszynski (Ivana’s Café), 4 W. Main Street, Plano. Attorney Thomas said the application is for exterior front upgrades, and would be a maximum of $5,000.00. Final dollar amounts will be calculated once Ivana’s Café turns in their receipts and pictures of the work completed.

CITY CLERK’S REPORT: Carin Martin, Deputy Clerk

Sales and related taxes for February 2025 are in the amount of $208,478.35.

The current MFT unobligated balance for February 2025 are in the amount of $1,839,713.59. CITY TREASURER’S REPORT: Zoila Gomez

The final draft of the FY ’26 Original Budget is available for review. A Public Hearing and approval of the Ordinance for the FY ’26 Budget will be an agenda item at the next Council meeting. The January Treasurer’s report for all funds is in the amount of $13,154,437.49.

The total disbursements for January 2025 were in the amount of $1,355,022.41.

The January 2025 revenue and expenditure report was attached.

The February 2025 Treasurer’s report for all funds is in the amount of $13,379,400.87. The total disbursements for February 2025 were in the amount of $514,827.49.

POLICE CHIEF’S REPORT: Norm Allison

Chief Allison commented on the Chamber of Commerce’s Biz Bunny Hop event from this past Saturday. He said over 500 people attended it. The Police Department are sometimes guest speakers at IVVC, and eight of their students came to help with traffic control by helping people cross the street safely.

Chief Allison will be giving a presentation on Leading with Perception and Vision on Wednesday. This will be in Peoria, Illinois, at the Women in Criminal Justice conference.

PUBLIC WORKS REPORT: Nick Rossaert, Josh Beyer Sr.-absent, Karl Tisberger

Karl said the City Hall parking lot had sunken and broken bricks that have been fixed. There is a question-and- answer open house tomorrow from 5:00-7:00 p.m. regarding the Hale Street project. DIRECTOR OF BUILDING, PLANNING & ZONING’S REPORT: Jeff Sobotka

Jeff reported that the Plan Commission/Zoning Board of Review met on April 7, 2025. Teska presented the first draft of the Comprehensive Plan. The Plan Commission will discuss this at their May 5, 2025 meeting. Member Chuck Schneider hasresigned due to a conflict with him being elected as a Plano School Board member.

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner-nothing

BUILDINGS, GROUNDS, AND ZONING: Alderman Williams-absent, nothing

COMMUNITY DEVELOPMENT: Alderman Fawver-nothing

FINANCE: Alderman Wickens

Alderman Wickens called a meeting for April 28, 2025 at 5:15 p.m.

PARKS: Alderman Johns

Alderman Johns gave an update on city parks. He has been getting baseball schedules for Gorman and Kristen Parks. They will be aerating and seeding the Dog Park. Ray Niles Park is closed and will be having grass seed spread and work done to the dirt. Work for the Eagle Scout project at Gorman Park should start next week.

PERSONNEL & INSURANCE: Alderman Swoboda-nothing

SPECIAL EVENTS: Alderman Nadeau

Alderman Nadeau said St. Mary’s Church is having a procession on Friday at 3:00 p.m. It is a Passion play that is a moving procession in the area around the church.

STREETS & UTILITIES: Alderman DeBolt

Alderman DeBolt thanked Alderman Wickens for the Senior Luncheon that was held recently. He said there was a good turnout with information for seniors about scams related to seniors. He hopes this luncheon can be done again next year.

CITIZENS’ COMMENTS:

Mary Pappas spoke about water rates and billing. She said the first time the water rates were raised, grants were supposedly applied for. She asked how many were applied for and received. She is curious about the water bill usages being rounded with no explanation of that process. She figures that either the citizens or the city is overpaying or losing money due to rounding numbers instead of billing for exact usage amounts. She does not know how the rates can be raised without knowing the actual usage amounts, and how to charge for the water meters. She also said she does not know the city can budget what the Water Department needs to spend or needs to have with these increases, since the actual usage amounts are not billed to citizens.
