City of Joliet Economic Development Committee met October 12.

Here is the minutes provided by the Committee:

1. Roll Call

Present: Councilman Larry Hug, Chairman, Councilman Terry Morris, Councilman Pat Mudron.

Absent: None.

Also Present: Steve Jones, Mike Schwarz, John Bays, Bruce Konzelman, Mike Hansen

2. Approval of Minutes—September 14, 2017

Motion to approve minutes from the September 14, 2017 meeting was made by Councilman Pat Mudron.

Motion seconded by Councilman Larry Hug, Chairman.

Motion carried by the following vote:

Ayes: Councilman Larry Hug, Chairman, Councilman Pat Mudron.

Nays: None.

3. New/Old Business - For Final Action Or Recommendation

a. TIF Development Agreement—201/203 N. Ottawa Street (Catholic Charities)

Mr. Jones provided the Committee with a packet of information that explained the TIF development agreement. He gave additional background information about the improvements made to the building located at 201/203 N. Ottawa Street.

Mr. Bruce Konzelman, Attorney and Mr. John Bays appeared on behalf of the project.

Mr. Konzelman said Mr. Bays purchased the building a little over a year ago. Part of his arrangement was that Catholic Charities was occupying the property at that time and they wanted to stay because they had no place else to go. He made an arrangement where he rehabbed the upper floors to improve them for their use. He now has all of the lower level of the building available to himself. He updated the Committee on the remainder of the upgrades that Mr. Bays had done to the building.

Mr. Bays gave further detail about his renovations to the property and the type of businesses he would like to occupy the building. Mr. Konzelman said the total budget for the renovations is $4 million. Mr. Bays is asking if the taxes can be frozen until he is able to get the space occupied.

Mr. Jones said this agreement is virtually the same agreement that was done for First Midwest Bank.

Councilman Morris asked if the elevator goes to the basement. Mr. Bays responded he installed a brand new elevator and it does go to the basement.

Motion to approve the TIF Development Agreement—201/203 N. Ottawa Street (Catholic Charities) was made by Councilman Terry Morris.

Motion seconded by Councilman Pat Mudron.

Motion carried by the following vote:

Ayes: Councilman Larry Hug, Chairman, Councilman Terry Morris, Councilman Pat Mudron.

Nays: None.

b. First Amendment to Mickey Oil/Liquor Express Agreement (1415 Plainfield Road)

Councilman Hug stated this item is being continued until the next Economic Development Committee meeting.

4. New or Old Business, Not For Final Action or Recommendation

None.

5. Adjournment

Motion to adjourn was made by Councilman Pat Mudron.

Motion seconded by Councilman Terry Morris.

Motion carried by the following vote:

Ayes: Councilman Larry Hug, Chairman, Councilman Terry Morris, Councilman Pat Mudron.

Nays: None.
