Plano City Council met November 26.

Here is the minutes as provided by the council:

          The regular meeting of the Plano City Council was called to order on Monday, November 26, 2018 by Mayor, Robert A. Hausler in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag.


Roll Call:

There was a quorum.

Minutes:

          A motion was made by Alderman Eaton, seconded by Alderman Nadeau, to approve the minutes of the regular meeting on November 13, 2018. A unanimous “Aye” voice vote was heard. The motion passed.

Agenda:

          A motion was made by Alderman Eaton, seconded by Alderman Williams, to approve the agenda for the regular meeting of November 26, 2018. A unanimous “Aye” voice vote was heard. The motion passed.

Warrants:

          A motion was made by Alderman Williams, seconded by Alderman Eaton, that orders are drawn on the Treasury to pay per warrant list dated November 26, 2018 in the amount of $ 351,914.61.

          Voting “Aye”: Mulliner, Nadeau, Johns, Williams, Eaton, DeBolt

          Voting “Nay”:

          Absent: Jones, Rennels

Introduction of Guests:

          Guests and members of the press were welcomed by the Mayor.

Citizen’s Comments: None

Mayor’s Report: Bob Hausler

          The Mayor was invited to the Middle School Pizza Party. He received a plaque for “Outstanding Community Partner” due to his help with their after school fishing program.

          The Ice fishing event will be held on January 12, 2019. Alternate dates are January 19 or 26. The Mayor thanked Dr. Vyas and Mayor Olson for the invitation to the 3iii Season II event at Timber Creek.

Plano Area Chamber of Commerce: Rich Healy

          Mr. Healy distributed a schedule for Rockin’ Christmas and went over the specifics of the event.

Attorney: Tom Grant

Ordinance 2018-25 – Increase Class E Liquor License

          A motion was made by Alderman Williams, seconded by Alderman Eaton, to approve an ordinance amending section 3-2-7 of the Plano City code increasing the number of authorized Class E liquor licenses from two (2) to three (3)

      Voting “Aye”: Johns, Mulliner

      Voting “Nay”: Eaton, DeBolt, Nadeau, Williams

      Absent: Jones, Rennels

Motion defeated.

Ordinance 2018-25 Amend liquor code to eliminate refunds of license fees

          A motion was made by Alderman Williams, seconded by Alderman Mulliner, to approve an ordinance amending section 3-2-11 of the Plano City code eliminating refunds of license fees.

      Voting “Aye”: Mulliner, Nadeau, Johns, Williams, Eaton, DeBolt

      Voting “Nay”:

      Absent: Jones, Rennels

Motion passed.

Ordinance 2018-26 Amended budget

          A motion was made by Alderman Nadeau, seconded by Alderman Williams, to approve an ordinance for a comprehensive amendment to the budget ordinance of the City of Plano amending Ordinance 2018-12.

      Voting “Aye”: Mulliner, Nadeau, Johns, Williams, Eaton, DeBolt

      Voting “Nay”:

      Absent: Jones, Rennels

Motion passed.

City Clerk: Kathleen Miller – Nothing to report

City Treasurer: Janet Goehst

          A motion was made by Alderman Nadeau, seconded by Alderman Williams, to approve advertising for a compliance assistant.

      Voting “Aye”: Mulliner, Nadeau, Johns, Williams, Eaton, DeBolt

      Voting “Nay”:

      Absent: Jones, Rennels

Motion passed.

Police Chief’s Report: Chief Jonathan Whowell

          Chief Whowell informed the Council that the seasonal employee will begin on December 8, 2018 at the Depot. December 20, 2018 will be the Shop with a Cop event, December 14, 2018 three recruits will be graduating and December 21, 2018 the last recruit will graduate.

Director of Public Works/City Engineer: Nathan Bullard

          A motion was made by Alderman Eaton, seconded by Alderman DeBolt, to approve the 2018-2019 snow plowing contracts with Niles Excavating and Thom Gravel at the same rate that they have charged since 2009.

      Voting “Nay”:

      Absent: Jones, Rennels

Motion passed.

          A motion was made by Alderman Nadeau, seconded by Alderman Williams to approve culvert repair work on Church St. in an amount not to exceed $ 5,000.00.

Director of Water Reclamation Report: Darrin Boyer – Absent – Nothing to report

Water Superintendent: Josh Beyer – Absent – Nothing to report

Building, Planning & Zoning: Tom Karpus – Nothing to report

Committee Reports:

Administrative/Health & Safety: Alderman Mulliner

          Alderman Mulliner called a meeting for December 18, 2018 at 6:00 pm and will discuss the EAP, IT issues, phone support and the Conservation in our Community agreement.

Buildings, Grounds and Zoning: Alderman DeBolt – Nothing to report

 Community Development: Alderman Rennels – Absent

          The Mayor informed the Council that Retail Coach has been sending us a lot of demographic information. They will do a presentation at the December 10, 2018 Council meeting.

Finance: Alderman Williams

          Alderman Williams called a meeting for December 10, 2018 at 5:15 p.m.

Parks: Alderman Johns

          A motion was made by Alderman Johns, seconded by Alderman Nadeau, to approve the final payout to GLI Inc. for Foli Park work in the amount of $ 68,591.83.

      Voting “Nay”:

Personnel & Insurance: Alderman Jones - Absent

          Alderman Nadeau reminded the Council of a Personnel & Insurance committee meeting for November 28, 2018 at 6:00 PM.

          Alderman Nadeau has a meeting November 28, 2018 at 5:30 pm.

Streets & Utilities: Alderman Eaton

          Alderman Eaton has a meeting November 27, 2018 at 6:30 PM.

Adjournment:

          A motion was made by Alderman Eaton, seconded by Alderman Williams, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:40 p.m.
