1. - Call To Order 

At Roll Call, the following members were present: Dr. Brenart, Dr. Katula, Mr. Kozlowicz, and Dr. Schumacher. Ms. Shields arrived at 7:08 pm and Dr. Burks arrived at 7:15 pm. Mr. Senffner was absent. Also in attendance were Dr. Tim Shimp, Superintendent; members of District Administrative staff; community members, and Ms. Anderson, Board Recording Secretary.

1.02 The Pledge of Allegiance of the United States was recited.

1.03 Mr. Kozlowicz read the Districts' Mission Statement.

2. - Public Comment 

Lauren Decho a recent graduate of Yorkville High School expressed her disappointment in the Yorkville School District. In 6th grade she wrote a letter to the Board of Education and administration telling them that she was being bullied and she is scared to go to school. Lauren continued to deal with bullying throughout the rest of her school years but she never gave up. Lauren thanked Megan Martinez, Emma McGuire, and Tammi Naumann for always being there for her and always making her feel safe.

Jorge Ayala, parents and students thanked the Board of Education and administration for the Dual Language program and what a great opportunity that it has been for all of their families. They also expressed the importance for the Dual Language program to be extended to the Yorkville Middle School for seventh (7th) grade students.

8. - Old Business

8.01 - 2019-2020 Assessment Calendar 

At the May 6, 2019 Board of Education committee meeting the Teaching and Learning Department presented the 2019-2020 assessment calendar for consideration. The 2019 2020 assessment calendar includes information about the districts universal screeners, diagnostic assessments, state required assessments, and miscellaneous assessment.

Diagnostic assessments are typically used to provide teachers with information about a student's prior knowledge. They are intended to inform instruction. Universal screeners are used as benchmark assessments that allow educators to assess student progress and make curricular and instructional adjustments. State assessments are summative in nature and provide an evaluation of student learning after the defined instructional period.

Mr. Kozlowicz moved and Dr. Schumacher seconded to approve the 2019-2020 assessment calendar as presented. Motion unanimously carried on a voice vote.

8.02 - Spanish Language Proficiency Measure for the Dual Language 

The Teaching & Learning and English Learner Departments have identified the need to assess student language proficiency for students in the Dual Language Program. There are currently Spanish oral reading fluency and Spanish comprehension measures in place; however, there is not a standardized or normed oral proficiency measure. The following assessments were researched: Assessment of Performance Toward Proficiency in Languages (AAPPL), Spanish Oral Proficiency Test (IPT), Student Oral Proficiency Assessment (SOPA), and LAS Links Español.

After research and consultation with other school districts with a Dual Language Program, the recommended assessment tool to measure Spanish language proficiency is LAS Links Español using the Data Recognition Corporation platform. It is a research based assessment for Spanish language proficiency.

With LAS Links Español Dual Language Teachers and Leaders in Yorkville CUSD 115 can: track and monitor student progress towards language proficiency each school year; tailor instruction and meet changing student needs during the year; make decisions about language dominance, identification, eligibility, and placement; identify language difficulties students may have in Spanish, and measure proficiency towards biliteracy pathways and the Seal of Biliteracy.

LAS Links Español Assessments provide: valid and reliable research-based tests; instruments aligned with national Teachers of English to Speakers of other Languages (TESOL) standards, state standards, and College and Career Readiness Standards; tests with common scale that allows administrators to measure student growth from year to year; instruments that measures both social and academic language skills in reading, writing, listening, and speaking; and users obtain immediate results.

Licenses are estimated to cost $28.55 per student which include online scoring and reporting from the Data Recognition Corporation. Based on approximately 225 students in the Dual Language Program during the 2019-2020 school year, as well as an additional one-time online web-based training for teachers, the total cost would be $7,434.75. Each school year the Dual Language Program student population increases approximately 18%, so the cost of the LAS Links Español assessment tool would increase an additional $800 annually.

8.03 - Dual Language Program Update and Secondary Expansion 

The Yorkville CUSD 115 Board of Education approved the Two-Way Dual Language Immersion model for grades kindergarten through sixth grade in 2013. The program will expand to sixth grade next school year. Student achievement data shows the program is beneficial for both identified English language learners and monolingual English speakers. Currently, one hundred eighty-six students are on a pathway towards biliteracy and on-track to obtain the Seal of Biliteracy in high school, as well as enroll in honors and AP world language classes. Based on the amount of biliteracy pathways created, the district has outlined a recommendation to expand the Dual Language Program into middle school in the 2020-2021 school year and continues to plan for K-12 pathways towards biliteracy.

The district is currently in the process of identifying all students with a home language other than English and conducting language screener assessments to determine which students qualify for the Dual Language Program. This step is necessary to identify the number of lottery spaces available for non-qualifying students. Thirty-eight applications were submitted, comprised of monolingual English speakers, monolingual Spanish speakers, and simultaneous bilinguals. There are currently ten students who qualify for the language program based on language need and Spanish ability. There are at least an additional ten other students who are potential candidates. Based on the number of qualifying students and the number of interested candidates, two sections of Dual Language kindergarten is anticipated. Final recommendations are based on enrollment.

Dr. Schumacher moved and Dr. Brenart seconded to approve the expansion of the Dual Language Program and place the report on file. Motion unanimously carried on a voice vote.

8.04 - Kindergarten Math Curriculum 

During the 2017-18 school year, the math Subject Area Committee (SAC) worked to realign the curriculum to more accurately reflect and represent the Common Core State Standards and Illinois Model Math Curriculum scope and sequence. This realignment also allowed the teachers to use the district adopted mathematics resource in direct alignment with our curriculum. During this realignment, two outcomes (money concepts and time) were moved to the fourth quarter. After a full year of implementation, the SAC realized that these outcomes were not in the Kindergarten Common Core State Standards or the Illinois Model Math curriculum. Teaching Page 2 these outcomes takes nearly a full quarter, leaving only three quarters for students to master Common Core concepts. The Teaching and Learning department proposes to remove the outcomes that are not aligned with Common Core State Standards. This modification will allow for more time to teach fundamental skills such as addition and subtraction, which are essential to success in future grade levels.

Dr. Schumacher moved and Ms. Rhea Shields to approve the kindergarten math curriculum as presented. Motion unanimously carried on a voice vote.

8.05 - Policy 7:270 to be placed on Display 

Mr. Kozlowicz moved and Dr. Schumacher seconded to place Board Policy 7:270 on

display as outlined in District 115 Board Policy. Motion unanimously carried on a voice vote.

8.06 - FY20 Budget Update 

Mrs. Bradford provided an update on the changes made to the FY20 Budget since the Multi-Year Budget Forecasting process in Fall 2018 and will also highlight the areas that still need to be finalized prior to the adoption of our Final FY20 Budget on September 23rd, 2019.

Key changes to be updated prior to final budget adoption include: Evidence-Based Funding (EBF) Allocations; State categorical payment schedule; Federal Grant Funding; transportation costs; salary & benefit impact of FY20 FTE changes, minimum wage impact; strategic initiative funding; and capital expenditures.

8.07 - Approval of Food Service Contract Renewal and Student Meal Rates for the 2019-2020 School Year 

The District is entering into its fourth year of its contract with Aramark (which included a 1-year contract plus four 1-year optional renewals). As part of each renewal year, Aramark is allowed to increase its meal rates equal to the 12-month percentage change in the Consumer Price Index for All Urban Consumers for Food as of December of the previous year. The December 2018 CPI-Food percentage increase was 1.6%, which was the same as the increase as of December 2017. The 1.6% increase would update the 2019-2020 per meal rate for reimbursable lunches to $2.4050 from $2.3671 and to $1.60 from $1.5748 for reimbursable breakfasts.

As background, student breakfast and lunch prices were increased by $.05 each for the FY19 school year. Historically, the district prefers to increase student food prices no more than once every few years, unless significant market changes dictate increases on a more frequent basis. Therefore, because of the relatively small increase in per meal rate for reimbursable meals in the contract with Aramark and because the district raised student prices in FY19 by $.05/meal, District administration is recommending no change in the student breakfast and lunch prices for FY20. This will maintain the full-price student lunch rate at $2.80 and the full-price student breakfast rate at $1.80 for the FY20 school year.

Overall, the district continued to be satisfied with Aramark's overall food quality and service levels during the FY19 school year and is excited to partner with them again in FY20. The district continues to work with Aramark on projects like menu improvements, special events/offers and the expansion of the breakfast program to YHSA this year (after piloting the breakfast program at YMS in FY18) to further increase student participation numbers. Besides increasing the % of students eating healthy meals, increased student participation also improves revenues for both Aramark and the district, which will be critical during contract renewal.

Dr. Brenart moved and Dr. Schumacher seconded to approve a one-year extension of the existing agreement for food service with Aramark in accordance with the contract extension provisions with a total annual increase of 1.6% (per the Unadjusted 12-Months Ended December 2018 CPI-Food percentage). 8.08 -Board Policies 6:190 and 7:40: Home School and Parochial Students Participating in Extra-Curricular Activities 

Dr. Shimp lead a discussion related to Policies 6:190 and 7:40. In 2012 the Board approved regulations for Yorkville residents that are home-schooled or attend a Parochial school to be able to participate in interscholastic competitions as long as they adhere to six (6) regulations. These regulations have never been adopted to the policy. Dr. Shimp is now recommending adding these regulations to policy 7.40 instead of 6.190.

Dr. Schumacher moved and Mr. Kozlowicz seconded to place Board Policies 7:40 and 6:190 on display as outlined in District 115 Board Policy. Motion unanimously carried on a voice vote.

8.09 - Bus Safety/Stop Arm Camera Update 

Mrs. Banovetz provided an update related to the recently approved stop arm cameras. Currently there has been 180 violations averaging 31 a month since the stop arm cameras have been installed.

11. – Executive Session 

Dr. Katula moved and Mr. Kozlowicz seconded to Adjourn to Executive Session at 8:58 p.m. "The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel of the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity." 5 ILCS 120/2(c)(1); "Litigation, when an action against, affecting or on behalf of the particular body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed session" 5 ILCS 120/2(c)(11); "the placement of individual students in special education programs and other matters relating to individual students" 5 ILCS 120/2(C)(11); "Student disciplinary cases." 5ILCS 120/2(c)(10), and "Collective Negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees" 5 ILCS 120/2 (c)(2). Roll Call Vote: Aye: Dr. Katula, Mr. Kozlowicz, Dr. Brenart, Dr. Schumacher, Ms. Shields, and Dr. Burks. Nay: None. Motion unanimously carried with 6 aye votes and O nay votes.

Return to Open Session at 10:15pm.

7.01 - Administrative 2019-2020 Compensation 

Mr. Kozlowicz moved and Dr. Schumacher seconded to approve the administrative target salary adjustments and base percentage increase as presented. Roll Call Vote: Aye: Mr. Kozlowicz, Dr. Schumacher, Dr. BrenartDr. Katula, Ms. Shields, and Dr. Burks. Nay: None. Motion unanimously carried with 6 aye votes and 0 nay votes.

12. – Adjourn 

Dr. Schumacher moved and Dr. Brenart seconded to adjourn the meeting at 9:53 p.m. Motion unanimously carried on a voice vote.
